Job Overview:
The Chief of Service, Conduct and Discipline, plays a crucial role within the Conduct and Discipline Service (CDS) of the Administrative Law Division (ALD) in the Department of Management Strategy, Policy and Compliance (DMSPC). This position is responsible for formulating and implementing the work programme of CDS, ensuring that activities are carried out efficiently and effectively. The Chief will lead efforts to strengthen the UN's response to misconduct, particularly in relation to sexual exploitation and abuse (SEA) and sexual harassment (SH). The role involves coordinating with various stakeholders, managing a team, and overseeing the preparation of reports for intergovernmental bodies. The Chief will also leverage technology and data-driven approaches to enhance programme delivery and compliance with UN standards of conduct.

Duties and Responsibilities:
The Chief of Service will be responsible for a wide range of duties, including:
  • Formulating and implementing the substantive work programme of CDS, ensuring timely execution of activities.
  • Leading and supervising the work of CDS, providing strategic input on organizational guidelines and policies.
  • Strengthening the UN's collective response to misconduct, focusing on SEA and SH.
  • Overseeing the implementation of proposals from the Secretary-General related to misconduct prevention.
  • Coordinating the development of awareness-building and preventive programmes to ensure compliance with UN standards.
  • Managing team leads who represent CDS in various official capacities.
  • Preparing reports for intergovernmental bodies and ensuring high-quality outputs.
  • Assisting the Director in resource allocation and work programme preparation.
  • Undertaking administrative tasks necessary for ALD's functioning, including budget preparation and performance evaluations. 1
  • Utilizing technology and AI tools to support programme mandates efficiently.

Required Qualifications:
Candidates must possess a strong background in conduct and discipline, misconduct investigations, or related fields. They should demonstrate a comprehensive understanding of administrative or international law and accountability frameworks. The ideal candidate will have a proven track record of managing multidisciplinary teams and delivering outputs in areas related to conduct and discipline. Strong communication skills, both written and verbal, are essential, along with the ability to work collaboratively with diverse stakeholders.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, law, or a related area is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of fifteen (15) years of progressively responsible professional experience in conduct and discipline, misconduct investigations, or related areas is required. This experience should include at least five (5) years in a senior leadership role at the international level, managing multidisciplinary teams and delivering programme or policy outputs. Experience in overseeing misconduct frameworks and coordinating with various stakeholders is essential. Familiarity with peacekeeping or conflict/post-conflict settings within the UN system is desirable, as is experience in digital transformation or AI-enabled solutions.

Languages:
English is required for this position, while French is considered desirable. Proficiency in both languages is beneficial, as they are the working languages of the United Nations Secretariat. Candidates should demonstrate the ability to communicate effectively in both languages, tailored to the audience and context.
