Job Overview:
The consultant will work under the direct supervision of the EVAWG Programme Manager and will be responsible for reviewing and strengthening the Kenya National Police Standard Operating Procedures (SOPs) to ensure they align with national, regional, and international standards. The role involves assessing current SOPs, identifying gaps, and proposing revisions that enhance usability and effectiveness in addressing gender-based violence (GBV) and violence against children (VAC). The consultant will engage in stakeholder consultations, conduct a analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis, and facilitate a participatory review process to ensure that the revised SOPs are practical and user-friendly for police officers at all levels.

Duties and Responsibilities:
  • Inception Phase: Participate in an inception meeting to clarify expectations and methodology; review relevant documentation including existing SOPs and national legislation; prepare an Inception Report detailing understanding of the assignment and proposed methodology.
  • Desk Review and Technical Analysis: Conduct a detailed review of existing SOPs, assessing legal alignment and operational clarity; identify gaps and areas for new SOPs; document findings.
  • Stakeholder Consultations: Develop a consultation plan and conduct focused consultations with relevant stakeholders; document key findings and recommendations.
  • Drafting and Revision of SOPs: Prepare a Draft Technical Review Report summarizing findings and recommending changes; draft revised SOPs ensuring clarity and usability; propose improvements to structure and presentation.
  • Validation and Finalization: Present draft findings to stakeholders; facilitate discussions and incorporate feedback into final documents. Deliverables include Inception Report, Draft Recommendations Report, Draft Revised SOPs, Workshop Materials, and Final Technical Review Report.

Required Qualifications:
The consultant must possess an advanced university degree in Law, Criminology, Security/Police Studies, Human Rights, Gender and Development, or a related field. A first-level university degree with additional qualifying experience may be accepted. The consultant should have at least 7 years of relevant professional experience in police reform, security governance, or criminal justice, as well as experience in developing SOPs for law enforcement. Knowledge of the Kenyan legal framework on policing, GBV, and VAC is essential, along with strong analytical and drafting skills.

Educational Background:
An advanced university degree in Law, Criminology, Security/Police Studies, Human Rights, Gender and Development, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
At least 7 years of relevant professional experience in areas such as police reform, security sector governance, or criminal justice. Experience in developing and reviewing SOPs for law enforcement or justice institutions is crucial, as is familiarity with gender-based violence, violence against children, and human rights programming.

Languages:
Fluency in English and Kiswahili is required for this position, ensuring effective communication with stakeholders and the ability to draft documents in both languages.

Additional Notes:
This consultancy is home-based, with the expectation of physical presence at consultative meetings in Nairobi. The assignment will be completed over approximately twenty (20) working days, with specific deliverables due at various stages. The consultant will be contracted by UN Women and will receive strategic guidance from the organization in collaboration with the State Department for Gender and Affirmative Action. All deliverables must be submitted in English in both editable and PDF formats.
