Job Overview:
The consultant will play a crucial role in enhancing the effective use of the I Hear U Social & Community Listening (SCL) platform, which is vital for monitoring community insights and addressing misinformation. This position involves providing technical support to Country Offices (COs) and Regional Offices, ensuring they can effectively utilize the platform for various programming areas such as health, child protection, and social cohesion. The consultant will be responsible for onboarding CO teams, troubleshooting technical issues, and integrating insights into programming. Additionally, the role includes facilitating coordination across teams to ensure timely delivery of analytical products, such as reports and dashboards, and contributing to system improvements based on user feedback and technical needs. The consultant will also develop training materials and conduct webinars to build internal capacity for using social and community listening insights effectively.

Duties and Responsibilities:
  • Support platform subscriptions and provide tailored assistance to subscribing offices, including onboarding and deploying the I Hear U platform.
  • Solve technical issues and integrate SCL into programming effectively.
  • Ensure quality assurance and timely delivery of analytical products, including reports and dashboards that translate listening data into actionable recommendations.
  • Build internal capacity by developing training materials, facilitating webinars, and offering follow-up support to help teams apply social and community listening insights.
  • Document technical needs and user feedback to contribute to ongoing system improvements.
  • Coordinate with technical vendors to ensure enhancements reflect operational needs.
  • Promote the platform’s use as a scalable solution for evidence generation, community engagement, and accountability through documentation of use cases and support for knowledge-sharing efforts.

Required Qualifications:
  • Master’s degree in social and behavioral sciences, communication, public health, sociology, anthropology, psychology, international development, journalism, or media studies.
  • At least 5 years of proven general experience in social and behavior change (SBC), social community listening (SCL), social media management, digital monitoring, or digital data analysis.
  • Minimum of 3 years of experience in designing and implementing social listening and digital community engagement, as well as managing misinformation and disinformation in humanitarian or development contexts.
  • Minimum of 3 years of experience analyzing digital sentiment, misinformation trends, and community feedback, with the ability to translate insights into actionable recommendations for programmatic or communication strategies.
  • Demonstrated proficiency in using social listening platforms such as Talkwalker, Meltwater, Brandwatch, or Sprinklr.

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as social and behavioral sciences, communication, public health, sociology, anthropology, psychology, international development, journalism, or media studies. This educational background is essential for understanding the complexities of social behavior and community engagement, which are critical for the role.

Experience:
The position requires a minimum of 5 years of relevant work experience, with at least 3 years specifically focused on social listening and digital community engagement. Candidates should have a strong background in managing misinformation and disinformation, particularly in humanitarian or development contexts. Experience in analyzing digital sentiment and community feedback is also crucial, as is the ability to translate insights into actionable recommendations for programming and communication strategies.

Languages:
Oral and written proficiency in English is mandatory for this position. Additionally, working knowledge of Arabic, French, and/or Urdu is considered an advantage, as it enhances communication with diverse communities and stakeholders.

This consultancy role is expected to be full-time and may involve flexible working hours to accommodate different time zones. The contract duration is set until March 30, 2026, with specific deliverables and payment schedules outlined for various outputs.
