Job Overview:
The Programme Consultant will play a crucial role in supporting the implementation of UN Women's program focused on Ending Violence Against Women and Girls (EVAWG). This position requires a strong emphasis on women's access to justice, the prevention of violence against women during elections, and engaging young women and men in the response to gender-based violence (GBV). The consultant will work under the supervision of the Deputy Country Representative and will collaborate closely with various stakeholders, including government officials, civil society, and UN Women HQ staff. The role involves analyzing results achieved during program implementation, monitoring and reporting on activities, and ensuring adherence to systems and procedures. The consultant will also contribute to the development of program strategies, provide technical support to partners, and assist in resource mobilization efforts.

Duties and Responsibilities:
The consultant's responsibilities include contributing to the development of program strategies related to EVAWG, providing technical inputs for project proposals, and drafting documents for country strategies and policy dialogues. The consultant will support the implementation of the EVAWG Annual Work Plan, review partner workplans and budgets, and ensure quality assurance of deliverables. Additionally, the consultant will maintain relationships with national partners, coordinate technical assistance and capacity development initiatives, monitor program implementation using results-based management tools, and contribute to high-quality reporting. The consultant will also support advocacy efforts, knowledge building, and inter-agency coordination related to EVAWG, ensuring alignment with other partners in Kenya.

Required Qualifications:
Candidates must possess a Master's Degree or equivalent in Law, Access to Justice, Social Sciences, Human Rights, Gender/Women's Studies, International Development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an added advantage. Candidates should demonstrate strong program formulation, implementation, monitoring, and evaluation skills, as well as knowledge of Results-Based Management and Ending Violence Against Women and Girls.

Educational Background:
The educational background required for this position includes a Master's Degree or equivalent in relevant fields such as Law, Access to Justice, Social Sciences, Human Rights, Gender/Women's Studies, or International Development. A first-level university degree with additional qualifying experience may also be acceptable. A project/programme management certification would enhance a candidate's qualifications.

Experience:
Candidates should have at least 2 years of progressively responsible work experience at the national or international level in the design, planning, implementation, monitoring, and evaluation of development projects. Technical experience in Ending Violence Against Women and Girls, particularly regarding women's access to justice, is essential. Experience in coordinating with government agencies and donors, as well as working within the UN System, is advantageous. Leadership experience is also a plus.

Languages:
Fluency in English and Kiswahili is required for this position. A working knowledge of another official UN language is considered an asset, and knowledge of any Kenyan local language would be beneficial.

This is an office-based consultancy position, with occasional travel within Kenya. The role emphasizes core values such as integrity, professionalism, and respect for diversity.
