Job Overview:
The Communication Lead will play a pivotal role in the Intergovernmental Negotiating Committee (INC) on plastic pollution, specifically focusing on the development of an international legally binding instrument aimed at addressing plastic pollution, including its impact on marine environments. This position is integral to the implementation of UNEA resolution 5/14, which emphasizes the need for a comprehensive approach to tackle plastic pollution throughout its entire life cycle. The Communication Lead will be responsible for crafting and executing a strategic communication plan that aligns with UNEP’s corporate priorities and UN standards. This role requires a proactive approach to developing multi-channel communication strategies that effectively disseminate INC messages and engage stakeholders, including Member States and partners. The Communication Lead will also oversee the production of high-quality communication materials, ensuring they meet UNEP’s editorial and branding standards, and will provide expert advice to senior officials on communication strategies and information management.

Duties and Responsibilities:
The duties and responsibilities of the Communication Lead include leading the development and implementation of the INC Secretariat’s communication strategy, coordinating outreach plans, and ensuring alignment with UNEP’s corporate communication priorities. The role involves managing UNEP’s system-wide communication initiatives on plastic pollution, developing multi-channel communication and awareness activities, and overseeing the production and dissemination of communication materials. The Communication Lead will draft and edit official materials for senior UNEP officials, provide strategic advice on communication approaches, and manage stakeholder engagement with Member States and partners. Additionally, the position entails leading the development and maintenance of digital platforms that support the INC process, managing information and knowledge systems, overseeing copy-editing and publishing workflows, and representing the Secretariat in coordination meetings. The Communication Lead will also monitor and evaluate communication activities, recommend innovative tools, and provide guidance and training to staff and consultants.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration, or a related field. Alternatively, a first-level university degree combined with two years of qualifying experience may be accepted. A minimum of fifteen years of progressively responsible experience in communication, journalism, international relations, or public administration is required. Candidates should have experience in drafting communication strategies and implementing large-scale communication projects, as well as experience in writing for complex international organizations. Experience in multilingual campaigns and evaluating communication activities is desirable, along with knowledge of digital communication tools and platforms.

Educational Background:
The position requires an advanced university degree (Master’s degree or equivalent) in relevant fields such as communication, journalism, international relations, or public administration. A first-level university degree may be accepted in combination with additional qualifying experience, highlighting the importance of both formal education and practical experience in this role.

Experience:
Candidates should have at least fifteen years of progressively responsible experience in communication, journalism, international relations, or public administration. This extensive experience should include drafting communication strategies, planning and implementing large-scale communication projects, and working in complex international environments. Experience in evaluating the impact of communication activities and coordinating communications across various time zones and departments is also essential.

Languages:
Fluency in English (oral and written) is required for this position, as English is one of the working languages of the United Nations Secretariat. Proficiency in French is also beneficial, as it is another working language of the UN, enhancing the candidate's ability to communicate effectively in a multilingual environment.
