UN-Habitat's Urban Practices Branch (UPB) is responsible for producing tools and methodologies to support urban practices, while the Planning and Finance Section (PFS) focuses on urban and territorial planning, urban finance, and local economic development.

Job Overview:
The Assistant Field Coordinator (AFC) will play a crucial role in supporting the implementation of the Second Kenya Urban Support Program (KUSP2). This position involves enhancing partnerships and collaboration with various stakeholders, including counties, municipalities, UN agencies, NGOs, civil society, and refugee-led organizations. The AFC will be responsible for providing technical assistance, improving infrastructure and basic services, and ensuring successful project delivery through effective field reporting. The role requires a proactive approach to coordinating field activities, supporting capacity building, and facilitating stakeholder engagement to achieve the objectives of KUSP2, particularly in refugee-hosting areas.

Duties and Responsibilities:
The Assistant Field Coordinator will have a diverse set of responsibilities, including:
  • Providing technical assistance to the county government and municipal board, supporting field coordination, and ensuring effective planning and execution of project activities.
  • Assisting in the design and implementation of training and capacity-building activities, integrating refugee issues into development planning, and reviewing Urban Institutional Development Plans.
  • Supporting the establishment of inclusive municipal governance systems, including the creation of a Municipal Cooperation Framework and Residents Fora, and facilitating stakeholder engagement.
  • Preparing concept notes and work plans for field activities, monitoring ongoing activities, and conducting surveys and assessments to inform project implementation.
  • Representing the project in relevant field activities and ensuring timely reporting and follow-up on project tasks.

Required Qualifications:
Candidates must possess an advanced university degree (master’s or equivalent) in relevant fields such as architecture, urban planning, civil engineering, or development studies. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Candidates should demonstrate a strong understanding of sustainable development theories and practices, as well as the ability to analyze data and make informed recommendations.

Educational Background:
An advanced university degree in architecture, urban planning, environmental planning, urban management, civil engineering, or related fields is required. A first-level university degree with additional qualifying experience may also be considered. The educational background should reflect a strong foundation in urban development and management principles.

Experience:
A minimum of two years of progressive experience in providing technical support to infrastructure and basic services delivery projects, urban planning, and community-based development is required. Experience in humanitarian-development programming, particularly in the context of refugee management, is highly desirable. Proven ability to work in multi-agency settings and experience with local governments are also advantageous.

Languages:
Fluency in English, both verbal and written, is mandatory. Knowledge of other UN languages is desirable, and basic knowledge of Kiswahili is also considered beneficial for this position.

The position is expected to last for three months, and the Assistant Field Coordinator will be based in the Dadaab-Hagadera Municipality field office. The role involves full-time commitment and requires collaboration with various stakeholders, including government entities and partner organizations.
