Job Overview: The Finance Assistant position within the Law Division of UNEP is designed to support the financial and budgetary functions of the organization. The incumbent will work under the supervision of the Chief of Programme Delivery and Support Unit and the Fund Management Officer, contributing to the preparation and management of budgets, financial reporting, and resource allocation. This role is critical in ensuring that financial operations align with UNEP's mission and objectives, particularly in the context of environmental governance and law. The Finance Assistant will be responsible for assisting in the preparation of budget proposals, monitoring expenditures, and ensuring compliance with financial regulations. Duties and Responsibilities: The Finance Assistant will have a comprehensive set of duties and responsibilities, including but not limited to: assisting in the preparation of budget proposals and supporting documents; generating expenditure reports from computerized information systems; conducting preliminary analyses of financial data; assisting in the development of resource requirements for budget submissions; consolidating data for budget reviews; preparing budget performance reports and analyzing variances; issuing allotments and staffing table authorizations; verifying accuracy of input data; preparing pre-commitments and commitments in UMOJA; monitoring trust funds and voluntary contributions; reviewing draft financial reports for accuracy and compliance; tracking invoices for timely payments; processing payments to implementing partners; maintaining internal tracking tools for legal agreements; and providing administrative support to the Fund Management Officer. The Finance Assistant will also be responsible for keeping up-to-date with financial guidelines and regulations, drafting routine correspondence, and assisting with data collection and analysis for reporting purposes.
Required Qualifications: Candidates must possess a high school diploma or equivalent, along with a technical or vocational certificate in accounting and finance, such as CPA, ACCA, CA, or equivalent. A strong understanding of financial rules and regulations, particularly within the UN environment, is essential. The ideal candidate should demonstrate professionalism, teamwork, and accountability in their work, showcasing the ability to maintain accurate records and resolve discrepancies.
