Job Overview:
The National Officer (Social Protection) position is integral to the ILO's efforts in enhancing social protection systems in Kenya, particularly in the context of the PROSPECTS initiative aimed at improving the living standards of forcibly displaced persons (FDPs) and host communities (HCs). The incumbent will be responsible for leading the implementation, monitoring, and evaluation of social protection activities, ensuring alignment with ILO policies and the project's objectives. This role requires collaboration with various stakeholders, including government agencies, social partners, and other UN organizations, to design and revise project work plans, manage budgets, and provide technical assistance. The position also involves conducting research, drafting reports, and ensuring the delivery of quality technical inputs to enhance the effectiveness of social protection interventions.

Duties and Responsibilities:
The incumbent will lead the timely implementation of the project’s activities on social protection, providing technical and administrative supervision to the project team. Responsibilities include designing and revising project annual work plans, preparing budget proposals, conducting research, monitoring progress, and providing technical assistance to national partners. The role also involves organizing training programs, establishing a knowledge management system, and representing the project in various forums. The incumbent will be expected to maintain close cooperation with government and social partners, report on project progress, and ensure high-level communications to enhance the project's visibility.

Required Qualifications:
Candidates must possess a first-level university degree (Bachelor or equivalent) in Law, social science, development studies, or a relevant field. Additionally, candidates should have at least three years of professional experience in project management, implementation, monitoring, and evaluation, with a focus on social protection. Experience working with refugees and asylum seekers is advantageous, as is proven experience in providing technical assistance to government bodies and development partners. Familiarity with UN policies and procedures, particularly in relation to social protection, is also required.

Educational Background:
A first-level university degree (Bachelor or equivalent) in a relevant field such as Law, social science, or development studies is required for this position. This educational background is essential to understand the complexities of social protection systems and the legal frameworks that govern them.

Experience:
The position requires a minimum of three years of professional experience at the national level in project management, implementation, monitoring, and evaluation, specifically related to social protection. Candidates should have a strong background in working with government bodies and development partners, particularly in the context of social assistance and social protection system strengthening.

Languages:
Excellent command of the English language is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if relevant to the local context or the populations served by the project.

Additional Notes:
The contract type is fixed-term for 12 months, with the possibility of extension based on performance and availability of funds. The entry-level salary for this position is 7,836,846 Kenya Shillings per year.
