Job Overview:
The National Consultant for the integration of responsible business practices will play a crucial role in supporting the integration of these practices into Cambodia's Trade Policy Framework towards 203
  • This position requires a deep understanding of responsible business practices and their implications for trade policy. The consultant will be expected to analyze current practices, identify gaps, and propose actionable recommendations to enhance the integration of responsible business practices within the national trade framework. The consultant will work closely with various stakeholders, including government agencies, private sector representatives, and civil society organizations, to ensure that the recommendations are practical and aligned with national priorities. The assignment is expected to last for 30 days, from December 20, 2025, to March 31, 2026, and will involve both desk research and stakeholder consultations.

Duties and Responsibilities:
The consultant will be responsible for conducting a comprehensive analysis of the current trade policy framework in Cambodia, assessing the integration of responsible business practices. This includes reviewing existing policies, regulations, and practices, and identifying areas for improvement. The consultant will also engage with stakeholders to gather insights and perspectives on the challenges and opportunities related to responsible business practices in trade. Additionally, the consultant will prepare a detailed report outlining findings, recommendations, and an action plan for integrating responsible business practices into the trade policy framework. The consultant will be expected to present the findings to relevant stakeholders and facilitate discussions on the implementation of the recommendations.

Required Qualifications:
Candidates must possess a strong background in trade policy, sustainable development, or a related field. A proven track record of working with government agencies, international organizations, or the private sector on issues related to responsible business practices is essential. The consultant should have excellent analytical and communication skills, with the ability to engage effectively with diverse stakeholders. Familiarity with Cambodia's trade policies and practices will be considered an advantage. Additionally, candidates should demonstrate a commitment to promoting sustainable development and responsible business practices.

Educational Background:
A master's degree in international relations, economics, sustainable development, or a related field is required. Candidates with a Ph.D. or equivalent experience in relevant areas will be given preference. Relevant certifications or training in responsible business practices or trade policy will also be beneficial.

Experience:
The position requires a minimum of 5 years of professional experience in trade policy, sustainable development, or related fields. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. The consultant should have a demonstrated ability to conduct research, analyze complex issues, and develop practical recommendations based on evidence and stakeholder input.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Khmer or other local languages will be considered an asset, as it will facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.

Additional Notes:
This position is offered as an individual contractor role, with a contract duration of 30 days. The consultant will be expected to work remotely and may need to travel within Cambodia for stakeholder consultations. The compensation will be commensurate with the consultant's experience and qualifications, and specific details regarding payment terms will be discussed during the contracting process.
