Job Overview:
The Programme Manager will be responsible for managing the Inclusive Transitional Community Neighborhoods Project (ITCN) in Gaza, which aims to address the basic human needs of Internally Displaced Persons (IDPs) through an integrated area-based approach. This project focuses on providing dignified transitional housing solutions along with essential services, particularly for women-headed households and individuals with disabilities. The Programme Manager will oversee the day-to-day activities of the project, ensuring the effective implementation of the area-based approach and coordinating various sectoral teams, including those focused on infrastructure, housing, services, livelihoods, and social cohesion. The role requires strategic oversight to ensure that the project not only meets immediate shelter needs but also restores access to public services and livelihoods, ultimately contributing to the long-term recovery and resilience of communities in Gaza.

Duties and Responsibilities:
  • Lead project implementation and strategic management, ensuring the integrated delivery of key components of the programme outcomes. This includes advising the Programme Specialist on challenges and opportunities, managing day-to-day project activities, and overseeing the coordination of sectoral teams.
  • Ensure financial and operational management by providing guidance on financial procedures, budget monitoring, and procurement strategies. This involves liaising with procurement teams, supervising requisitions, and managing programmatic risks.
  • Establish effective coordination with stakeholders and partners to strengthen project support and optimize impact. This includes building partnerships with local stakeholders, UN agencies, and civil society organizations, and ensuring alignment with national plans.
  • Facilitate knowledge development and management by compiling lessons learned and best practices throughout project implementation and representing UNDP in relevant forums. The incumbent will also perform other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Urban Planning, Development Studies, Political Science, Business Administration, Civil/Construction/Structural Engineering, or related fields. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned areas, combined with two additional years of relevant experience, will be considered. A minimum of 5 years of professional experience in project management, particularly in development, early recovery, or infrastructure projects, is required. Candidates should have experience managing multisectoral projects in crisis contexts and implementing construction projects, along with a strong background in programme design and management.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s degree) in relevant fields such as Urban Planning, Development Studies, Political Science, Business Administration, or Civil/Construction/Structural Engineering. A bachelor’s degree in these areas, combined with additional relevant experience, may also be acceptable. This educational foundation is essential for understanding the complexities of project management in crisis situations and for effectively leading the ITCN project.

Experience:
Candidates should have a minimum of 5 years of relevant work experience with a master’s degree or 7 years with a bachelor’s degree. This experience should include professional involvement in project management, particularly in development programming, early recovery, and infrastructure projects. Experience in managing multisectoral projects with large teams and familiarity with local governments, NGOs, and donor agencies is highly desirable. Previous experience in crisis or conflict environments is also an advantage.

Languages:
Fluency in both English and Arabic is required for this position. Proficiency in these languages is essential for effective communication with stakeholders, partners, and team members in the context of the project.
