Job Overview: The Project Finance and Budget Officer (MPRR-SSA) will play a crucial role in managing resources for the MPRR-SSA regional programme under the supervision of the Deputy Regional Director – Management and the Regional Finance and Budget Officer. This position involves providing support to the programmatic unit of the MPRR-SSA team, focusing on financial monitoring and reporting. The officer will work closely with implementing Country Offices to ensure accurate financial management and reporting, particularly for EU-funded projects. The role requires a proactive approach to financial oversight, ensuring compliance with IOM regulations and established procedures. The officer will also be responsible for preparing programme and budget reports, providing technical guidance to project managers, and enhancing the capacity of Country Offices in financial reporting. This position is integral to the successful implementation of the MPRR-SSA programme across 16 countries in sub-Saharan Africa, which includes a diverse range of financial responsibilities and collaboration with various stakeholders.
Duties and Responsibilities:
Coordinate with regional programmatic units, Resources Management Officers, and Finance Officers in Country Offices to ensure accurate project financial monitoring and reporting for the MPRR-SSA.
Oversee the financial management of the MPRR-SSA regional project and support financial oversight of EU-funded projects, ensuring timely submission of reports to the European Commission Compliance unit.
Prepare comprehensive MPRR-SSA programme and budget reports in accordance with IOM regulations.
Review monthly financial postings from Country Offices related to the assigned project.
Provide technical guidance to project managers throughout the project cycle, including the preparation of general instructions and Standard Operating Procedures to ensure compliance with IOM's regulations.
Undertake duty travel to Country Offices to enhance capacity building in financial reporting as approved by the Regional Financial Comptroller.
Perform additional duties as assigned by supervisors, contributing to the overall success of the MPRR-SSA programme.
Required Qualifications: Candidates must possess a Master’s degree in Business Administration, Finance, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Candidates should have a strong understanding of the EU budgeting process and rules, experience in preparing financial and management reports, and familiarity with international institutions and NGOs. Knowledge of internal control assessments and audits is also essential, with previous work experience in the region and emergency operations considered advantageous.
Educational Background: The educational requirements for this position include a Master’s degree in Business Administration, Finance, or a related field from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates with a University degree in the same fields must have at least seven years of relevant professional experience to qualify for the position.
Experience: The position requires candidates to have significant experience, specifically in the EU budgeting process and rules, which is mandatory. Candidates should also have experience in preparing clear and concise financial and management reports, as well as working with international institutions and NGOs. Experience with internal control assessments and audits is highly desirable, and previous work experience in the region or in emergency operations is considered an advantage.
Languages: Fluency in English and French is required for this position, both oral and written. IOM's official languages include English, French, and Spanish, and all staff members must be fluent in one of these languages. A working knowledge of Arabic and/or Spanish is considered an advantage, and proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is a fixed-term contract for one year, with the possibility of extension. The role is classified at the P-3 grade level and is intended for professional recruitment. Internationally recruited professional staff are required to be mobile, and any offer made to the candidate is subject to funding confirmation. The selection process may also be used to fill similar positions in various duty stations. Candidates endorsed by the Appointments and Postings Board will remain eligible for appointment in similar positions for a period of 24 months.
