Job Overview:
The Global MEAL Country coordinator" style="border-bottom: 1px dotted #007bff !important;">Support Coordinator plays a crucial role within NRC’s Monitoring, Evidence, Accountability, and Learning (MEAL) Unit, which is responsible for the development and implementation of the MEAL framework across the organization. This position involves working as part of a global team to ensure that NRC meets its accountability standards and maintains high program quality. The coordinator will support country offices in achieving MEAL minimum standards, strengthening data quality, and institutionalizing global systems. The role requires collaboration with regional teams and the global grants function to provide timely and appropriate support for multi-country grants. The coordinator will also be involved in developing tools, guidelines, and approaches to enhance MEAL processes during proposal, implementation, and reporting phases. This position demands flexibility and adaptability, as team members may need to reallocate tasks based on expertise and workload priorities. The coordinator will also contribute to the global MEAL team by enhancing systems and standards across the organization and identifying innovative practices.

Duties and Responsibilities:
  • Multi-CO grants processes, tools, and coordination (20% of worktime): Gather and document standard tools for multi-country grants, support the Grants team in developing a calendar of MEAL needs, track staffing allocations, maintain an overview of active regional grants, facilitate updates on regional grants, and document lessons learned for NRC’s donors.
  • Focal point for selected multi-country grants (50% of worktime): Support multi-country grant proposals with results framework design, review project log frames, develop Monitoring, Evaluation, and Learning Plans, and act as the focal person for MEAL support for selected regional grants.
  • Provide direct support to NRC Country Offices (30%): Offer MEAL technical guidance, oversight of reporting quality, support capacity building and training, develop CO learning agendas, strengthen outcome monitoring, and provide deployment/surge support to Country Offices.
  • Contribute to the global MEAL team: Actively participate in a MEAL learning community, support efforts to enhance MEAL systems and standards, and highlight innovation and good practices within NRC.

Required Qualifications:
The ideal candidate should possess a university degree in statistics, operations research, quantitative analysis, public policy, economics, or other social science fields. Advanced training in empirical research and evaluation methodologies is advantageous. Candidates should have a minimum of 4-6 years of experience at an intermediate level in MEAL design and implementation, utilizing both quantitative and qualitative methods. Significant experience in monitoring and evaluation for large and complex programs is essential, along with a demonstrated ability to establish and manage Community Feedback Mechanisms (CFMs) in humanitarian or development contexts. The candidate should also have extensive experience in developing baseline and endline quantitative surveys, logic models, and data collection and analysis, as well as a solid understanding of donor expectations and trends in MEAL.

Educational Background:
Candidates are expected to have a university degree in a relevant field such as statistics, operations research, quantitative analysis, public policy, economics, or social sciences. Advanced training in rigorous empirical research and evaluation methodologies is considered an advantage, as it equips candidates with the necessary skills to conduct thorough analyses and evaluations in complex environments.

Experience:
The position requires a minimum of 4-6 years of professional experience in MEAL design and implementation, particularly in large and complex programs. Candidates should have a proven track record of providing rigorous MEAL technical assistance and establishing CFMs in various contexts. Experience in conducting MEAL activities in insecure environments and a deep understanding of the complexities involved in global humanitarian operations are also essential.

Languages:
Fluency in both English and French is mandatory, with strong written and verbal communication skills in both languages. Proficiency in additional languages may be considered an asset, particularly in regions where NRC operates.
