Job Overview:
The Finance Manager will play a critical role in overseeing the financial operations of Mercy Corps programs in Senegal. Reporting to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and collaborating closely with the Regional Finance Director, the Finance Manager will ensure compliance with financial procedures and donor regulations. This position involves managing financial reporting, leading the finance team, and ensuring that all financial activities align with Mercy Corps policies. The Finance Manager will also be responsible for preparing budgets, monitoring expenditures, and providing financial guidance to support strategic decision-making within the organization. The role requires a proactive approach to financial management, including the development of operational cost allocation systems and the implementation of effective internal controls.

Duties and Responsibilities:
The Finance Manager's duties include providing financial guidance for strategic decision-making, ensuring compliance with donor regulations, preparing annual budgets, and implementing budgeting systems. The role involves conducting monthly account closures, maintaining internal control systems, producing local financial policies, and conducting financial reviews to ensure compliance with Mercy Corps policies. The Finance Manager will also train staff on financial procedures, prepare monthly reports on grant expenditures, and coordinate audits. Additionally, the Finance Manager will oversee subaward financial monitoring, assist program managers with budget management, and provide technical assistance to local partners. Team management responsibilities include creating a respectful work environment, promoting accountability, and supporting team members' career development.

Required Qualifications:
Candidates must possess advanced knowledge of Excel and experience in analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis. A minimum of five years of experience in finance, including budgeting and financial analysis, is required. A bachelor's degree in finance or accounting is mandatory, along with strong accounting skills, including general ledger management and payroll. Knowledge of donor compliance and regulations, particularly from USAID, UN, and European donors, is essential. Experience managing contracts from institutional donors is a plus. Familiarity with accounting software, particularly Navigator, is an asset. Proficiency in written and oral communication in both French and English is required.

Educational Background:
The position requires at least a bachelor's degree in finance or accounting. This educational background is essential for understanding the complexities of financial management and compliance within the context of international development and humanitarian assistance.

Experience:
The Finance Manager should have a minimum of five years of relevant experience in finance, particularly in budgeting and financial analysis. This experience should include a strong understanding of financial reporting, compliance with donor regulations, and the ability to manage financial operations effectively in a complex environment.

Languages:
Proficiency in both French and English is mandatory for this position. The ability to communicate effectively in both languages is essential for interacting with international and national staff, as well as for ensuring compliance with donor requirements and organizational policies.

The position is based in Dakar, Senegal, and may require up to 25% travel to support country programs.
