Job Overview:
The Senior Community Technical Officer (Approche Communautaire VIH) plays a crucial role in the EpiC project, which is a five-year global initiative funded by the U.S. Department of State. This position is responsible for the successful implementation of community interventions outlined in the EpiC project work plan, ensuring that targets and objectives are met. The officer will provide technical supervision and support for all community aspects of the EpiC program across seven regions in Senegal, focusing on evidence-based, community-centered interventions that contribute to the annual deliverables of the project. The role is essential for developing quality, data-driven approaches to support the implementation of community-based HIV testing, prevention, treatment initiation, and retention activities for high-risk populations and individuals living with HIV.

Duties and Responsibilities:
The Senior Community Technical Officer will be responsible for providing technical and programmatic expertise in HIV prevention, testing, care, and treatment activities. Key responsibilities include ensuring that community staff roles align with program needs to achieve prevention goals, monitoring community-based organizations and health structures to ensure a continuum of care, timely reporting of technical documents to FHI 360, and ensuring quality work on standard operating procedures contextualized to the Senegalese environment. The officer will also assist in ensuring the availability of HIV testing kits, PrEP, ARVs, and other HIV services across all project intervention sites. Collaboration with community organizations and health structures to enhance clinical testing capacity and ensuring that all health personnel involved in HIV care are trained in quality service delivery are also critical aspects of this role. The officer will contribute to achieving high-quality results in line with established targets and quality standards set by FHI 360.

Required Qualifications:
Candidates must possess a Master's degree with at least six years of experience in technical project management and/or public health programs related to STIs/HIV/AIDS, preferably in an international development context. Proven experience with U.S. government regulations and working in an international NGO environment is desirable. Candidates should demonstrate expertise in implementing HIV prevention, testing, care, and treatment programs for vulnerable populations in Senegal or similar regions. A strong understanding of the HIV needs of key population groups in Senegal and experience in supporting and implementing HIV activities are essential. Sensitivity to cultural differences and an understanding of the political and ethical issues surrounding public health among high-risk populations and individuals living with HIV in Senegal are also required.

Educational Background:
A Master's degree in public health, social sciences, or a related field is required for this position. The educational background should reflect a strong foundation in health program management, community health, or a related discipline that supports the responsibilities of the Senior Community Technical Officer role.

Experience:
The position requires a minimum of six years of relevant experience in managing technical projects and public health programs, particularly in the areas of HIV/AIDS and STIs. Experience in international development settings and familiarity with the operational context of NGOs is highly valued. Candidates should have a track record of successfully implementing community-based health programs and engaging with diverse stakeholders.

Languages:
Fluency in French, both written and spoken, is mandatory for this position. Proficiency in English is considered a significant advantage, enhancing communication with international partners and stakeholders.

Additional Notes:
The expected hiring salary range for this role is XOF 22,000,000 - 30,000,000 for annual basic salary. The position may require 35%-50% travel within Senegal.
