Job Overview:
The Regional Technical Specialist (STR) for the Sahel West Africa (SAO) will be based in Dakar, Lomé, or Cotonou and will report to the Technical Head of Program. This position is crucial for the implementation of HI's mandate and strategy for 2026-203
  • The STR will ensure optimal quality and impact of Armed Violence Reduction (RVA) projects in the region through a delegation system with appropriate control mechanisms. The role requires close collaboration with country team members and technical resources from headquarters, as well as working closely with the RVA management at headquarters to foster learning and share best practices. The STR is expected to effectively deploy the integrated RVA model and ensure synergy among sectors and projects. Frequent travel within the sub-region across HI's seven intervention countries is required.

Duties and Responsibilities:
The STR RVA will have three main responsibilities:
  • Technical Expertise: Lead the RVA strategy and contribute to strategic thinking for SAO and globally. Provide specific technical contributions to the regional operational strategy in line with the global technical strategy. Ensure the implementation of the RVA strategy across seven countries and promote integrated programming approaches. Provide technical support to projects in accordance with global RVA standards and frameworks. Conduct field missions for technical monitoring and quality control.
  • Business Development: Monitor regional dynamics and multi-stakeholder initiatives to anticipate collaboration opportunities. Develop strategic partnerships with development and humanitarian actors, and support the development and writing of new project proposals. Represent HI in external coordination and advocacy spaces.
  • Knowledge Management / Lessons Learned: Coordinate a knowledge management system and promote research and innovation initiatives. Document field experiences and facilitate transnational learning workshops. Support capacity building for technical and non-technical staff in line with global frameworks.

Required Qualifications:
Candidates must have a minimum of 7 years of professional experience in a responsible position in RVA, including some experience in the SAO region. Strong public relations, communication, and representation skills are essential, along with excellent written and oral communication abilities tailored for high-level external representation. Candidates should have a deep understanding of development and/or emergency intervention approaches, proven skills in design" style="border-bottom: 1px dotted #007bff !important;">program design, monitoring, and evaluation, and the ability to implement and strengthen sustainable strategies with significant impact.

Educational Background:
A relevant educational background is required, typically in fields related to international development, humanitarian assistance, social sciences, or a related discipline. Advanced degrees may be preferred depending on the specific requirements of the role.

Experience:
The position requires at least 7 years of relevant professional experience, particularly in roles that involve responsibility for RVA initiatives. Experience in the Sahel region is highly desirable, as is a proven track record in managing complex projects and leading teams in challenging environments.

Languages:
Fluency in French and English is mandatory. Additional languages relevant to the region may be considered an asset, enhancing communication with local partners and stakeholders.

The contract duration is 12 months, starting from January 1, 202
  • Local candidates are strongly encouraged and prioritized, with local packages applicable for residents. The international contract includes tailored social coverage, health insurance, retirement plans, and a gross salary starting from €2813 per month. Per diem varies based on location, and employees are entitled to 25 days of paid leave per year, along with 11 days of rest and recuperation. The position is open to singles, couples, and families, with individual housing provided by HI.
