Job Overview:
The Programme Evaluator and Monitor will play a crucial role in the Migration for Development Program (MDP) in Senegal, which aims to enhance intra-regional labor migration for local development. This position involves supporting the evaluation, monitoring, and reporting of the project, ensuring that the objectives of promoting safe mobility and matching labor demand and supply are met. The evaluator will work closely with the MDP team and various stakeholders, including government entities, civil society, and international organizations, to facilitate workshops, policy dialogues, and knowledge-sharing events. The role requires a strong understanding of project evaluation methodologies and the ability to produce comprehensive reports that summarize the project's progress and outcomes. The evaluator will also be responsible for coordinating with the program coordinator and other relevant units to ensure effective implementation of the project activities, ultimately contributing to youth employment and income generation in targeted areas.

Duties and Responsibilities:
  • Support the evaluation and monitoring of the Migration for Development project (MDP) in Senegal, ensuring alignment with project goals and objectives.
  • Liaise and coordinate with government entities, implementing partners, UN agencies, civil society, donors, and other stakeholders to facilitate effective evaluation and monitoring processes.
  • Assist the MDP team in organizing workshops, policy dialogues, and knowledge-sharing events with key stakeholders to promote collaboration and information exchange.
  • Collaborate with internal teams and external partners, including the Programme coordinator and other evaluation and monitoring units, to ensure comprehensive project oversight.
  • Support the finalization of the MDP Final Report in coordination with the program coordinator based in Guinea Conakry, ensuring all project activities are accurately documented.
  • Perform additional duties as assigned to support the closure of the MDP in Senegal, contributing to the overall success of the project.
  • Submit a minimum of one report summarizing main tasks and achievements at the end of each month, and produce a full project report at the end of the consultancy.

Required Qualifications:
  • A Master’s degree in social sciences, migration studies, international relations, development studies, or a related field is required.
  • A minimum of 5 years of experience in human mobility or related fields, with a strong background in project management, evaluation, or monitoring.
  • Proven experience in stakeholder engagement, particularly with government entities, donors, and civil society organizations.
  • Familiarity with IOM’s or other UN policies and frameworks is highly desirable.
  • Strong writing and analytical skills, with the ability to develop and evaluate projects effectively.
  • Excellent organizational and communication skills, capable of prioritizing and coordinating multiple tasks efficiently.
  • Ability to work collaboratively in a team environment while incorporating gender-related needs and promoting equal participation.

Educational Background:
Candidates must possess a Master’s degree in social sciences, migration studies, international relations, development studies, or a related field. This educational background is essential for understanding the complexities of migration and development issues, as well as for effectively engaging with various stakeholders involved in the project.

Experience:
The position requires a minimum of 5 years of relevant experience in human mobility or related fields. Candidates should have a strong background in project management, evaluation, or monitoring, as well as experience in stakeholder engagement with government entities, donors, and civil society organizations. Familiarity with international organizations and local authorities is also beneficial, as is experience working in diverse cultural contexts.

Languages:
Fluency in French is mandatory, along with a working knowledge of English (both oral and written). This language proficiency is essential for effective communication with stakeholders and for producing reports and documentation in both languages.

Additional Notes:
The consultancy may require travel within Senegal, particularly to border areas and targeted communities for field monitoring and assessments. Travel to other African regional countries engaged in the MDP program for coordination meetings may also be necessary. All travel must be pre-approved by IOM and will adhere to the organization’s travel policies, covering transportation, per diem, and accommodation. The consultant's inbound and outbound travel at the start and end of the consultancy period will be covered by IOM if they are engaged out of Senegal. Additionally, the consultant will be responsible for their own medical insurance for non-occupational accidents or illnesses and must provide proof of coverage before commencing work. IOM has a zero-tolerance policy on conduct incompatible with its aims and objectives, including discrimination and harassment.
