Job Overview:
The position of Consultor para analisis de proyectos involves providing expert analysis and support for the design and implementation of projects related to biodiversity and the monitoring of specific natural infrastructure projects in regions such as Apurímac, Lima, and Piura. The consultant will be expected to engage in a comprehensive evaluation of project proposals, ensuring they align with environmental sustainability and public investment strategies. This role requires a deep understanding of public-private partnerships, particularly in the context of public investment projects executed through mechanisms like Obras por Impuestos (OxI). The consultant will also be responsible for coordinating with various stakeholders, including governmental and non-governmental entities, to facilitate the successful execution of these projects. The position is structured as an individual contractor role, with an expected service duration of approximately 120 calendar days.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Conduct thorough analyses of project designs and implementation strategies related to biodiversity and natural infrastructure.
  • Provide technical assistance and guidance to public investment projects, ensuring compliance with national policies and frameworks.
  • Facilitate inter-institutional coordination among public and private entities involved in project execution.
  • Monitor and evaluate the progress of projects under the Invierte.pe system and Obras por Impuestos (OxI) modality.
  • Prepare detailed reports and documentation on project assessments and recommendations for improvement.
  • Engage with local governments and communities to promote project objectives and gather feedback.
  • Participate in workshops and meetings to present findings and collaborate with stakeholders.
  • Ensure that all project activities are aligned with UNDP’s mission and values, particularly in promoting sustainable development and environmental conservation.

Required Qualifications:
The ideal candidate for this position must possess the following qualifications:
  • A bachelor's degree or equivalent in fields such as economics, administration, law, industrial engineering, environmental engineering, agriculture, agronomy, forestry, or related disciplines.
  • Completed postgraduate studies, such as a master's degree or diploma in management, public policies, or project management.
  • A minimum of 8 years of professional experience in either the public or private sector, with a strong emphasis on project analysis and implementation.
  • At least 3 years of experience providing technical assistance or support for public investment projects, particularly those utilizing public-private partnership mechanisms.
  • Proven experience in inter-institutional coordination with public and/or private sector entities.
  • A minimum of 2 experiences in providing technical assistance to subnational governments promoting projects under the Invierte.pe system or Obras por Impuestos (OxI).
  • Desirable experience in designing and/or monitoring projects related to natural infrastructure within the Invierte.pe framework.

Educational Background:
Candidates must have a strong educational background that includes a bachelor's degree in relevant fields such as economics, administration, law, industrial engineering, environmental engineering, agriculture, agronomy, forestry, or similar areas. Additionally, candidates should have completed postgraduate studies, which may include a master's degree or diploma in management, public policies, or project management. This educational foundation is crucial for understanding the complexities of project analysis and implementation in the context of biodiversity and public investment.

Experience:
The position requires candidates to have a substantial level of experience, specifically a minimum of 8 years in professional roles within the public or private sectors. This experience should include at least 3 years dedicated to providing technical assistance or support for public investment projects, particularly those executed through public-private partnerships. Candidates should also demonstrate a history of inter-institutional coordination and collaboration with various stakeholders, including governmental and non-governmental organizations.

Languages:
Fluency in Spanish is mandatory for this position, given the local context and the nature of the projects involved. Proficiency in English is considered a valuable asset, as it may facilitate communication with international stakeholders and enhance the consultant's ability to engage with global best practices in project management and biodiversity conservation.

Additional Notes:
This position is structured as an individual contractor role, with a contract duration of approximately 120 calendar days. The consultant will be expected to work primarily in Lima, with travel to other cities such as Huacho, Piura, and Apurímac as required. The role is full-time, and candidates should be prepared to engage actively with various stakeholders throughout the project lifecycle.
