Job Overview:
The Human Resources and Administration Team Leader plays a crucial role in the effective implementation of HR policies within the NRC Country Office. This position is responsible for ensuring that HR and recruitment practices align with NRC's policies and the local labor laws. The HR Team Leader serves as the primary contact for HR matters for all national staff based in Nyala and potentially other locations within South Darfur. The role involves compliance with NRC policies, providing HR technical support, capacity building for staff, and monitoring team activities to ensure they meet established standards. The HR Team Leader will also implement complex systems and procedures in accordance with NRC policies and promote the rights of internally displaced persons and returnees, in line with the organization's advocacy strategy. The position requires active promotion of PSEA (Protection from Sexual Exploitation and Abuse) standards and principles within NRC and among beneficiaries.

Duties and Responsibilities:
The HR Team Leader is tasked with advising line managers and staff on the implementation of NRC HR policies and procedures. This includes managing all national staff recruitments for Nyala-based positions, which involves reviewing job descriptions, posting advertisements, coordinating tests and interviews, and compiling recruitment reports. The HR Team Leader is responsible for onboarding new staff, ensuring accurate data management for Nyala staff, and disseminating HR information to all relevant personnel. Additionally, the role includes facilitating the offboarding process for national staff, conducting HR inductions, and serving as a NRC Way Lite trainer. The HR Team Leader must ensure that all documentation related to staff is properly filed, monitor leave tracking and attendance systems, prepare payroll within deadlines, and support fact-finding and disciplinary processes as needed. The position also involves managing lease agreements for all premises, ensuring health and safety standards, overseeing translation services, and arranging accommodations for visitors and staff.

Required Qualifications:
Candidates for the HR Team Leader position should possess a strong background in HR within a humanitarian or recovery context, with a minimum of 3 to 4 years of experience in a similar role. Proficiency in MS Office applications, particularly Outlook, Word, and Excel, is essential. Extensive experience with HR online systems and advising managers on performance management and personnel issues is also required. Excellent writing and reporting skills, along with proven experience in conducting interviews at all levels, are critical for success in this role. Candidates should demonstrate strong leadership skills and the ability to work effectively in complex and volatile environments.

Educational Background:
A Bachelor's degree or equivalent qualification is required for this position. The educational background should be relevant to human resources or a related field, providing the foundational knowledge necessary for effective HR management and administration.

Experience:
The ideal candidate should have a minimum of 3 to 4 years of experience in a similar HR role, particularly within humanitarian or recovery contexts. Experience working in complex and volatile environments is highly valued, as it equips the candidate with the skills needed to navigate the challenges associated with HR management in such settings.

Languages:
Fluency in both English and Arabic, both written and verbal, is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse staff and beneficiaries.
