Job Overview: The Junior Consultant for Protection & Inclusion (PI) will play a crucial role in supporting WFP Cambodia's efforts to mainstream protection, disability inclusion, and social equity across all program areas. This position is designed for individuals who are passionate about humanitarian work and are eager to contribute to the development of inclusive programs that address the needs of marginalized groups, including women, persons with disabilities, and ethnic minorities. The consultant will assist senior staff in various functions, including analysis, program support, coordination, and accountability mechanisms. The overarching goal is to ensure that WFP-supported interventions are safe, dignified, inclusive, and accessible. The consultant will be involved in developing GPI-related components of projects, providing project management support, and assisting in data gathering and monitoring systems to ensure quality inclusion of PI indicators. This position offers an opportunity to work closely with diverse stakeholders and contribute to significant social change in Cambodia.
Duties and Responsibilities: The Junior Consultant will be responsible for a variety of tasks aimed at enhancing the integration of protection and inclusion within WFP's programs. Key duties include:
Contributing to the development of GPI-related components of selected projects, ensuring alignment with WFP’s Gender Policy, Protection and AAP commitments, and the CSP 2024–202
Supporting data gathering, monitoring, and reporting systems to ensure consistent inclusion of PI indicators across program areas.
Assisting in researching and analyzing protection and inclusion issues relevant to WFP programs, focusing on barriers affecting marginalized groups.
Preparing accurate and timely PI-related reports, briefing notes, and analytical products for internal and external use.
Liaising with internal counterparts to support effective coordination on PI integration.
Engaging with government entities, civil society groups, and disability networks to promote inclusive program approaches.
Assisting in capacity-strengthening activities for WFP staff and partners, including preparing materials and facilitating training sessions.
Providing guidance on GPI queries and documentation needs. 1
Supporting AAP and protection-related tasks, including feedback mechanism strengthening and community engagement. 1
Performing other duties as required, including support to emergency response and GPI mainstreaming for new initiatives.
Required Qualifications: Candidates must possess an advanced university degree in Social Sciences, Environmental Sciences, International Development, Rural Development, Communications, Gender Studies, or related fields. A first-level degree with additional relevant experience may also be considered. The ideal candidate should demonstrate a strong understanding of protection and inclusion principles, as well as experience in humanitarian contexts. Familiarity with WFP's policies and frameworks related to gender and inclusion will be advantageous. Candidates should also have a commitment to WFP's values and mission, and the ability to work collaboratively in diverse teams.
Educational Background: An advanced university degree in relevant fields such as Social Sciences, Environmental Sciences, International Development, Rural Development, Communications, or Gender Studies is required. A first-level degree combined with relevant experience may also be acceptable. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical understanding of the issues related to protection and inclusion in humanitarian settings.
Experience: A minimum of 1 year of relevant experience in protection, disability inclusion, accountability to affected populations (AAP), or related cross-cutting areas is required. This experience can include internships or volunteer work. Candidates should have experience in supporting research, analysis, or field assessments related to social inclusion and community engagement. Experience in project coordination, reporting, or evidence generation in NGOs, UN agencies, or civil society is also necessary. Familiarity with working with vulnerable groups and basic experience with data collection or monitoring and evaluation systems is desirable. Additionally, experience in contributing to workshops or training materials will be considered an asset.
Languages: Fluency in English is mandatory, as it is the working language of WFP. Knowledge of Khmer or other local languages is considered an asset, as it can enhance communication and engagement with local communities and stakeholders. Proficiency in additional languages may also be beneficial in a multicultural work environment.
