Job Overview: The Programme Specialist, GBV, will play a pivotal role in coordinating and implementing a comprehensive Gender-Based Violence (GBV) program in Cambodia. This position requires strong leadership and management skills to oversee a small team while working closely with the Cambodia GBV Programme team. The incumbent will be responsible for ensuring effective management and implementation of GBV prevention and response activities across all UNFPA programs. The role involves collaboration with government entities, UN agencies, civil society, and other stakeholders to enhance the visibility and accountability of GBV-related initiatives. The Programme Specialist will also support the development of policies and protocols related to GBV case management and health services, ensuring alignment with national priorities and UNFPA's strategic objectives. This position is critical in advancing the national action plan on GBV prevention and ensuring that all activities are conducted in accordance with best practices and ethical standards.
Duties and Responsibilities: The duties and responsibilities of the Programme Specialist, GBV, include: A. Programme Leadership: Leading the GBV program in collaboration with the Ministry of Women’s Affairs and other stakeholders; overseeing the implementation of GBV health and case management services; contributing to the development of service protocols and standards; supporting referral pathway strengthening; and ensuring linkages with GBV response services. B. Advocacy and Coordination: Ensuring advocacy and communication messaging aligns with global best practices; coordinating GBV response services along referral pathways; providing guidance on GBV in emergencies; and supporting existing GBV coordination mechanisms. C. Partnerships and Programme Management: Managing UNFPA’s GBV programme interventions; supporting the GBV Programme Analyst with workplans and budgets; and ensuring oversight of programme budgets and expenditures. D. Capacity Development: Coordinating technical assistance and capacity building for implementing partners; providing orientation on GBV concepts; arranging training on GBV data and case management; and mentoring project staff. E. Monitoring, Reporting and Evaluation: Collaborating with partners to ensure safe programme implementation; and performing other duties as requested. F. Coordination, Partnership Building and Resource Mobilization: Developing partnerships for advocacy and technical cooperation; supporting joint UN proposals related to GBV; ensuring positive relationships with donors; and representing UNFPA in relevant coordination bodies. G. Supervision and Performance Management: Leading the GBV team; ensuring accountability in programme management; initiating recruitment for necessary human resources; and supervising and mentoring team members.
Required Qualifications: The required qualifications for the Programme Specialist, GBV, include: an advanced degree in social work, social sciences, public health, gender studies, international relations, law" style="border-bottom: 1px dotted #007bff !important;">international law, human rights, or a related field. Candidates must have at least five years of progressively responsible professional experience in gender and GBV programming, including experience in project management and team coordination. Technical knowledge in GBV prevention and response, particularly using a survivor-centered approach, is essential. Experience in humanitarian coordination, strong interpersonal communication skills, and excellent report writing abilities are also required. Field experience and prior work in the UN system are considered assets, as is experience in psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support.
Educational Background: Candidates must possess an advanced degree in social work, social sciences, public health, gender studies, international relations, international law, human rights, or a related field. This educational background is crucial for understanding the complexities of gender-based violence and the necessary interventions to address it effectively.
Experience: Candidates should have a minimum of five years of increasingly responsible professional experience in the field of gender and gender-based violence, with a focus on addressing harmful social and gender norms in both development and humanitarian contexts. Experience in managing multi-sector projects and liaising with relevant partners is essential. Proven experience in coordinating and managing teams is also required, along with technical knowledge in GBV prevention and response, particularly in case management using a survivor-centered approach. Experience in humanitarian coordination, especially in the area of GBViE, is desirable.
Languages: Fluency in English is required for this position. A working knowledge of other official UN languages is desirable, as it enhances communication and collaboration with diverse stakeholders in the international context.
