Job Overview: The Cambodia Project Director, STRIDES is responsible for leading and directing the implementation of an anticipated USAID-funded Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) activity. This role is crucial in enhancing global health priorities within Cambodia, focusing on strengthening laboratory and surveillance systems to effectively prevent, detect, and respond to emerging infectious diseases and other public health threats. The Project Director will manage all aspects of the activity, including personnel, budget, and technical responsibilities. This position requires a strong liaison with USAID missions, local government, and other global health security partners, ensuring that the project aligns with national health objectives and operationalizes the One Health approach. The Project Director will also oversee the development and implementation of annual work plans, monitoring and evaluation activities, and ensure compliance with reporting requirements.
Duties and Responsibilities: The duties and responsibilities of the Cambodia Project Director, STRIDES include planning, directing, and coordinating the implementation of GHS activities to meet established goals and objectives within set timeframes and funding parameters. The Project Director will establish work plans, teams, and standard operating procedures (SOPs) to ensure compliance with organizational policies. Direct management of technical, financial, and operational staff is required, along with the responsibility for creating a safe and equitable work environment. The Project Director will manage relationships with national, regional, and local government counterparts, identifying necessary technical assistance to fulfill national global health security objectives. This role also involves serving as the primary point of contact for in-country stakeholders, leading the team in defining and implementing technical work plans, budgets, and reports, ensuring timely delivery of high-quality deliverables. Additionally, the Project Director will provide guidance and training to staff, support performance management, and facilitate professional development.
Required Qualifications: Candidates must possess comprehensive knowledge of project management principles and practices, with familiarity in international Global Health Security frameworks and initiatives, particularly those related to USAID programs. Excellent project management skills are essential, including the ability to develop annual work plans and oversee monitoring and evaluation plans. Strong communication skills are required, with the ability to articulate and negotiate effectively with clients and stakeholders. Experience in developing partnerships and managing relationships with USAID and other key stakeholders is highly preferred. Leadership skills in managing staff within a matrixed organization are crucial, along with strong critical thinking and problem-solving abilities to manage resources effectively.
Educational Background: A Bachelor’s degree or its international equivalent in public health or a related health field is required, with a Master’s degree or its equivalent preferred. Project management certification is also preferred, indicating a formal understanding of project management methodologies and practices.
Experience: Typically, candidates should have at least 10 years of relevant experience in project management, including a minimum of 5 years in a managerial role overseeing staff. Proficiency with USAID or other donor regulations is essential, along with demonstrated experience in managing human or animal health projects related to infectious diseases. Experience in Global Health Security projects or activities is preferred, particularly in a multidisciplinary context. Candidates should also have a track record of developing and mentoring staff and building local capacity.
Languages: Proficiency in English (reading, writing, speaking) is mandatory, while fluency in the host country language is also required. Additional language skills may be beneficial but are not mandatory.
Additional Notes: This position may require travel of 10-25% and is expected to be based in a typical office environment. The role is full-time and may involve working in insecure environments.
