In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

The main roles of UN Women are:

Job Overview: The position of National Consultant for Women Transformative Leadership in Climate Change and Disaster Risk Reduction involves working closely with the Ministry of Women's Affairs (MoWA), civil society organizations (CSOs), and community women leaders. The consultant will be responsible for reviewing and revising existing training materials on women's transformative leadership tailored to the needs of target women groups. The consultant will conduct a Training of Trainers (ToT) on women's transformative leadership in climate change and disaster risk reduction (CC/DRR) for MoWA and provide ongoing support as they implement the training across various ministries. The role also includes capacity development for CSO partners, enabling them to apply their leadership skills to empower community women in climate change advocacy and livelihood activities. The consultant will ensure that the training methodologies promote experiential learning and yield a ripple effect in the communities.
Duties and Responsibilities: The consultant's duties include providing technical leadership in designing and rolling out the women's transformative leadership program, reviewing and updating training manuals, conducting ToT sessions for MoWA's technical team, coaching them as they train women leaders from line ministries, and enhancing the training manual based on feedback. The consultant will also collaborate with CSO partners to review and update training materials, conduct pilot capacity-building workshops for community women leaders, and support CSOs in facilitating workshops. Additionally, the consultant will design monitoring tools to track progress among women leaders and ensure the handover of training curricula to CSO partners and UN Women.
Required Qualifications: Candidates must possess a Master's degree in public policy, gender/women studies, development studies, international relations, or related fields. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. The position requires a minimum of 5 years of progressively responsible experience in women's empowerment, gender equality, and leadership development, particularly in building individual agency. Candidates should have experience in designing capacity development programs and conducting participatory skill-building sessions for government counterparts, CSOs, and community women. A solid understanding of women's empowerment and feminist leadership concepts, as well as knowledge of gender challenges in socioeconomic contexts, is essential.
Educational Background: The educational background required for this position includes a Master's degree in relevant fields such as public policy, gender/women studies, development studies, or international relations. A first-level university degree may be accepted in lieu of the advanced degree if accompanied by sufficient relevant experience.
Experience: The position requires a minimum of 5 years of relevant experience, preferably in women's empowerment, gender equality, and leadership development. Candidates should have experience in designing capacity development programs and conducting participatory skill-building for various stakeholders, including government entities and community organizations. Experience in transformative leadership within the context of climate change and disaster risk reduction is particularly valuable, as is experience working with UN agencies or development partners.
Languages: Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an asset, but English is the primary language required for communication and documentation.
Additional Notes: This consultancy is home-based, with potential travel required as part of the official duties, which will be processed according to UN Women's travel policy. The consultant will work closely with the EmPower team in Cambodia and will be supervised by the Country Programme Coordinator. A workstation will be provided, and the consultant is expected to bring their own personal computer.
