Job Overview: The Digital Health Consultant position at UNICEF is crucial for advancing the digital health ecosystem in Cambodia, particularly in collaboration with the Ministry of Health (MoH). The consultant will provide essential technical and operational support to ensure the sustainable implementation of digital health initiatives, including the Health Management Information System (HMIS) using the DHIS2 platform. This role involves aligning government priorities with UNICEF’s technology for development (T4D) principles, focusing on direct impact and long-term sustainability. The consultant will oversee the migration and implementation of HMIS, strengthen government capacity in digital health, and design digital health solutions to support immunization programs and other health initiatives. This position is pivotal in ensuring that the digital health strategies are effectively coordinated and implemented, contributing to the overall health system strengthening in Cambodia.
Duties and Responsibilities: The consultant will be responsible for overseeing the successful migration and implementation of the Health Management Information System (HMIS) using the DHIS2 platform. This includes strengthening the capacity of government counterparts in digital health management, designing and deploying digital health solutions for immunization programs, and ensuring effective coordination and sustainability planning for the phase 2 roll-out of HMIS. The consultant will also engage in capacity building activities with various stakeholders, including government agencies, NGOs, and academic institutions, to foster collaboration and enhance the implementation of ICT projects. Additionally, the consultant will be involved in user acceptance testing processes, developing e-learning content, and supporting the development of electronic Logistics Management Information Systems (LMIS).
Required Qualifications: Candidates must possess a Bachelor’s degree or higher in relevant fields such as public health, digital development, or information management. A minimum of 1-2 years of relevant professional experience in Health Information Systems or Information Communication Technology for Development (ICT4D) is required. Proven experience in planning, designing, implementing, monitoring, and evaluating digital health information systems is essential. Hands-on experience with DHIS2 configuration, user acceptance testing, and developing e-learning content is highly desirable. Strong analytical, problem-solving, and communication skills are also necessary for this role.
Educational Background: The educational background required for this position includes a Bachelor’s degree or higher in fields related to public health, digital development, information management, or other relevant areas. This educational foundation is critical for understanding the complexities of health information systems and digital health initiatives.
Experience: The position requires a minimum of 1-2 years of relevant professional experience in Health Information Systems and/or ICT4D, preferably within an international or local organization. Candidates should have a proven track record in planning, designing, implementing, and evaluating digital health information systems at various levels, demonstrating their capability to contribute effectively to UNICEF's initiatives.
Languages: Fluency in English and Khmer is mandatory for this role, as effective communication with local stakeholders and international partners is essential. Proficiency in additional languages may be considered an asset but is not required.
