Job Overview:
The Data and Research Assistant will play a crucial role in supporting the development and implementation of the IP Management workstream within IOM Cambodia. This position is vital for enhancing the Monitoring, Evaluation, Accountability, and Learning (MEAL) efforts of the organization. The incumbent will work under the direct supervision of the National Project Officer and will be responsible for developing a results-based Monitoring and Evaluation framework and systems tailored to the mission's needs. The role involves close collaboration with various stakeholders, including the Project Development and Reporting Officer, to ensure that monitoring targets and indicators are met. The consultant will also be responsible for conducting field monitoring visits, training IOM personnel and implementing partners in MEAL practices, and ensuring that all project documentation is accurate and up-to-date. This position requires a proactive approach to data management and a commitment to improving service delivery to beneficiaries, particularly in light of the ongoing humanitarian needs arising from the border crisis between Cambodia and Thailand.

Duties and Responsibilities:
The Data and Research Assistant will have a comprehensive set of duties and responsibilities, including but not limited to:
  • Developing and implementing a results-based Monitoring and Evaluation (M&E) framework and systems for IOM Cambodia.
  • Collaborating with the Project Development and Reporting Officer to create or update M&E frameworks and work plans for field activities.
  • Monitoring targets and indicators using existing M&E frameworks and work plans for both the mission and implementing partners.
  • Conducting regular field monitoring and evaluation visits to ensure compliance with technical standards and timely project execution.
  • Supporting the collection, maintenance, and analysis of information for regular IOM Monitoring Reports in coordination with program managers.
  • Organizing and conducting training sessions in Monitoring and Evaluation for IOM personnel and implementing partners.
  • Reviewing and developing logical frameworks for projects, including objectives, outcomes, activities, and indicators.
  • Ensuring that narrative components of grants and reports accurately reflect the program's goals and strategic objectives.
  • Monitoring and reviewing ongoing activities of project implementing partners and facilitating the exchange of monitoring information. 1
  • Assisting with the management and maintenance of activity records and ensuring all grant documentation is complete and organized. 1
  • Supporting financial tracking of grants and liaising with administrative and logistical units to ensure program standards are met. 1
  • Assisting the admin/finance team in controlling expenditures related to grants. 1
  • Performing any other duties as assigned by the supervisor.

Required Qualifications:
The ideal candidate for the Data and Research Assistant position should possess the following qualifications:
  • A university degree in Information Management, Statistics, Programme Management, Social Studies, Development Studies, Public Health, or Humanitarian Affairs.
  • Completion of short courses or certification in data analysis, survey design, monitoring and evaluation, or research methodology is highly desirable.
  • A minimum of 2-3 years of relevant experience in data collection, research, monitoring and evaluation, field coordination, or information management.
  • Demonstrated ability in data processing, entry, cleaning, and reporting.
  • Experience in developing displacement reports, maps, dashboards, infographics, or situation reports is an asset.
  • Familiarity with local government representatives and a good understanding of Cambodian local and international migration issues.
  • Strong teamwork skills and the ability to work harmoniously with colleagues from diverse cultural and professional backgrounds.

Educational Background:
Candidates must have a university degree in a relevant field such as Information Management, Statistics, Programme Management, Social Studies, Development Studies, Public Health, or Humanitarian Affairs. Additionally, completion of short courses or certifications in data analysis, survey design, monitoring and evaluation, or research methodology will be considered an advantage.

Experience:
The position requires at least 2-3 years of experience in areas such as data collection, research, monitoring and evaluation, field coordination, and information management. Candidates should have a proven track record of working effectively in similar roles, demonstrating their ability to manage data and contribute to project success.

Languages:
Fluency in English and Khmer is mandatory for this position. Candidates will be evaluated on their proficiency in these languages during the selection process, which may include written and/or oral assessments. Knowledge of additional languages, particularly French or Spanish, is considered a plus, as IOM's official languages include these.

Additional Notes:
The position is based in Phnom Penh, Cambodia, with regular travel required to target provinces. The appointment is subject to funding confirmation and the candidate's medical fitness for the role. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan for the duration of the consultancy. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses.
