Job Overview:
The Project Technical Officer will play a crucial role in supporting the Green and Inclusive Development Programme in Lebanon, which addresses critical issues such as climate change, biodiversity conservation, and the impacts of the Syrian refugee crisis. This position involves ensuring the technical soundness and operational efficiency of the project, particularly in the preparation of Lebanon’s Second Biennial Transparency Report (BTR2) and Fifth National Communications (5NC). The officer will engage in data collection, analysis, and validation across various sectors, assist in greenhouse gas inventories, and contribute to the development of climate policies and financing strategies. The role requires collaboration with national institutions, consultants, and stakeholders to ensure the coherence and accuracy of project deliverables, ultimately strengthening Lebanon’s capacity to meet international transparency obligations under the UNFCCC and the Paris Agreement.

Duties and Responsibilities:
The Project Technical Officer will be responsible for a wide range of duties including:
  • Supporting the Project Manager/Advisor in preparing the GHG inventory for Lebanon in accordance with the 2006 IPCC guidelines.
  • Tracking and reporting progress on Lebanon’s NDC mitigation targets through the collection and analysis of relevant indicators.
  • Analyzing financial and technical support received by Lebanon for climate mitigation efforts.
  • Assisting in the development of climate policies, implementation plans, financing strategies, and communication plans.
  • Preparing Terms of References (TORs) and technical specifications for consultants in line with project objectives.
  • Conducting research related to project activities, including GHG inventory preparation and emissions projections modeling.
  • Ensuring synergies between project activities and national priorities, and building complementarity between initiatives.
  • Reviewing drafts and final reports from consultants to ensure compliance with TORs.
  • Disseminating project results to stakeholders and policymakers, and developing knowledge products. 1
  • Managing project information and reports from various data sources. 1
  • Supporting outreach activities and liaising with project partners and beneficiaries. 1
  • Organizing training and capacity-building workshops for stakeholders. 1
  • Documenting best practices and lessons learned from the project.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in Mechanical, Electrical, Civil, or Industrial Engineering, Energy, Planning, or closely related fields. Alternatively, a first-level university degree (Bachelor’s degree or equivalent) in the aforementioned fields, combined with an additional two years of relevant experience, will be considered in lieu of a Master’s degree. Candidates should also demonstrate proficiency in standard Microsoft Office applications and have experience working with Lebanese public sector institutions, as well as technical assessments in climate change mitigation.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as engineering or planning. A Bachelor’s degree in these fields, along with two years of relevant experience, is also acceptable. This educational foundation is essential for understanding the technical aspects of climate change policies and project implementation.

Experience:
The level of experience required varies based on educational qualifications. Candidates with a Master’s degree are not required to have prior professional work experience. However, those with a Bachelor’s degree must have a minimum of two years of relevant professional experience in preparing studies and policies related to energy, industries, or climate mitigation. Experience in drafting policy documents and working with UN or international organizations is highly desirable.

Languages:
Fluency in written and spoken English and Arabic is mandatory for this position. A working knowledge of French is considered an asset, enhancing communication capabilities within the diverse context of Lebanon's stakeholders and partners.
