Job Overview:
The Field Education Programme Manager will report directly to the Chief of the Field Education Programme (CFEP) and will be responsible for supervising a large team of professional and support staff. This role requires providing strategic direction, leadership, and management on all technical, managerial, and programmatic matters related to the Field Education Programme. The incumbent will play a crucial role in advising and assisting the CFEP in planning, managing, monitoring, and evaluating all administrative matters related to the implementation of the Education Programme. The position demands a proactive approach to ensure that the administrative aspects of the Education Programme are effectively coordinated, including personnel management, finance, procurement, logistics, and construction projects, all in accordance with UNRWA policies, rules, and regulations. The Field Education Programme Manager will also oversee the preparation of the biennium budget for the Field Education Programme and ensure that school expenditures align with relevant Education Technical Instructions (ETIS). This role is pivotal in supporting the CFEP in monitoring and reporting on Field Education Programme activities, as well as liaising with government entities, local authorities, and UN/NGOs to secure their cooperation and support for the Education Programme's operations.

Duties and Responsibilities:
The incumbent will be responsible for a comprehensive set of duties and responsibilities, including but not limited to: advising and assisting the CFEP in the planning and management of the Education Programme; supervising the administrative aspects of the Education Programme in the Field Office; ensuring effective coordination of personnel, finance, procurement, logistics, and construction projects; preparing and supervising the biennium budget for the Field Education Programme; overseeing school expenditures from students' contributions and school revenues; participating in the recruitment and performance appraisal of administrative staff; evaluating staff performance efficiency; supporting the CFEP in monitoring and reporting on Field Education Programme activities; overseeing the implementation of the Education Programme, including supervision of the Technical Support Unit and/or Technical Vocational Education and Training; and contributing to the liaison with government, local authorities, and UN/NGOs to ensure their cooperation and support. The incumbent may also be assigned additional duties as required by the supervisor.

Required Qualifications:
Candidates must possess an advanced university degree from an accredited educational institution in education, business administration, education management, or teaching methodologies. A PhD in education leadership and management or teaching methodologies is considered a desirable qualification. The position requires at least eight years of progressively responsible and relevant work experience in education support services, with a minimum of four years at a senior supervisory level. School Principals may be considered for this position if they meet all other minimum requirements. Educational Background:
The educational background required for this position includes an advanced university degree from an accredited institution in relevant fields such as education, business administration, education management, or teaching methodologies. A PhD in education leadership and management or teaching methodologies is highly desirable and may enhance a candidate's application.

Experience:
Candidates are expected to have a minimum of eight years of progressively responsible and relevant work experience in education support services. This experience must include at least four years in a senior supervisory role, demonstrating the ability to lead and manage teams effectively. Experience in educational administration, program management, and budget oversight is essential for success in this position. School Principals may be considered for this role if they meet the other minimum requirements outlined in the job description.

Languages:
For this position, proficiency in English and Arabic is required. The working languages of the United Nations Secretariat are English and French, but for this specific job opening, candidates must demonstrate a minimum proficiency level in English and Arabic according to the UN Language Framework. The required levels for reading, writing, listening, and speaking in both languages are specified, with English requiring UN Level II and Arabic requiring UN Level I.

Additional Notes:
The contract type for this position is a Fixed Term Appointment for one year, which includes a one-year probation period. There is a possibility of extension based on satisfactory performance and the availability of funds. The position is graded at Grade 18, with a starting monthly salary of USD 2,713.71, which includes a basic salary, a special occupation allowance, and a supplementary allowance. Additional benefits include a monthly Provident Fund contribution, compulsory medical insurance, 30 days of annual leave, and a dependency allowance if applicable. The incumbent may also be entitled to sick leave, maternity leave, and paternity leave as per agency policies. The vacancy is open to internal candidates residing in Lebanon, and only those with authorization to work in the duty station at the time of application are eligible. UNRWA will not facilitate work permits, and preference will be given to registered Palestine refugees and candidates who support the agency's commitment to gender parity.
