Job Overview: The Digital TransformationAdvisor (Social Protection) will play a crucial role in supporting the Social Protection, Technical Assistance, and Programme Support Unit at WFP. This position involves providing technical expertise to enhance the digital development of social protection programs and systems, particularly in collaboration with the Ministry of Social Affairs. The advisor will focus on advancing the Ministry’s digital transformation initiatives and institutionalizing shock-responsive social protection systems. The role requires strong project management skills, stakeholder engagement, and the ability to work collaboratively in complex environments. The advisor will lead project design, define business requirements, and facilitate capacity-building efforts to ensure effective implementation of digital transformation strategies within social protection frameworks.
Duties and Responsibilities:
Provide project management support for government social protection programs, ensuring alignment with WFP and government standards.
Translate policy and program needs into technical specifications for digital systems, including registry structures and data workflows.
Develop comprehensive project documents and implementation workplans that outline objectives and processes for digital social protection systems.
Advise ministry teams on data governance frameworks and operational guidelines, ensuring adherence to best practices in data privacy and security" style="border-bottom: 1px dotted #007bff !important;">security.
Conduct presentations and briefings for senior management, engaging with high-level officials to define business requirements.
Coordinate with various stakeholders, including WFP teams and government entities, to ensure compliance with established processes and agreements.
Facilitate capacity building for WFP staff and partners, providing training and support for the adoption of digital transformation initiatives.
Identify and adapt emerging GovTech innovations for digital government applications, particularly in social protection.
Perform other duties as required to support the overall mission of WFP in enhancing social protection systems.
Strong project management skills with a focus on digital transformation initiatives.
Proven ability to engage with stakeholders at various levels, including government officials and senior management.
Experience in designing and implementing digital systems for social protection or related areas.
Knowledge of data governance and operational frameworks, with a focus on best practices in data privacy and security.
Educational Background: Candidates must possess an Advanced University degree in relevant fields such as Computer Science, Data Science, Social Policy, or Systems Engineering. Alternatively, a First University Degree with additional years of related work experience and/or training may be considered. The educational background should provide a solid foundation for understanding the complexities of digital transformation in social protection systems.
Experience: At least three years of postgraduate professional experience in digital transformation initiatives, particularly in social protection and safety nets, is required for candidates with an Advanced University Degree. For those with a First University Degree, a minimum of five years of relevant experience is necessary. Experience should include project management and implementation of humanitarian or developmental projects with digital outcomes, demonstrating the ability to work effectively in complex environments.
Languages: Fluency in both oral and written communication in English and Arabic is mandatory. Knowledge of French is considered desirable, providing an additional advantage in engaging with diverse stakeholders and enhancing communication within the role.
