Job Overview: The Community Stabilization Project Officer will play a crucial role in supporting the implementation of community stabilization projects under the Emergency Recovery & Resilience unit at IOM Lebanon. This position involves working closely with the ERR Senior Programme Manager and the ERR Programme Officer to ensure effective planning, coordination, and monitoring of livelihoods project activities. The successful candidate will be responsible for compiling and analyzing project data, monitoring budget implementation, and acting as a focal point for administrative coordination. The role requires drafting reports and correspondence, organizing meetings and training sessions, and maintaining effective communication with various stakeholders, including local authorities, partners, and other organizations. The officer will also monitor the work of implementing partners and contribute to the development of Standard Operating Procedures (SOPs) and new project proposals. Overall, this position is integral to enhancing community stability and supporting the revitalization of local economies in Lebanon.
Duties and Responsibilities:
Assist in the planning, coordination, implementation, and monitoring of Livelihoods project activities.
Compile, summarize, analyze, and present information/data on specific project topics, highlighting noteworthy issues for the consideration of appropriate parties.
Monitor budget implementation and propose adjustments as necessary.
Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
Draft status reports; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.
Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation.
Organize meetings, workshops, and training sessions; prepare training materials and participate in the delivery of capacity-building workshops.
Respond to complex information requests and inquiries; set up and maintain files/records.
Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nations agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the project. 1
Monitor the work of implementing partners and report any non-compliance to the supervisor. 1
Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects. 1
Provide guidance/training and assist in coordinating and monitoring the work of other staff in the unit; may supervise other staff as assigned. 1
Perform other related duties as assigned.
Required Qualifications: The position requires a school diploma with six years of relevant experience, or a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with four years of relevant professional experience. Candidates must have experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations. Additionally, experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups is essential. Prior work experience with international humanitarian organizations or in a multi-cultural setting is considered an advantage.
Educational Background: Candidates must possess either a school diploma with six years of relevant experience or a Bachelor’s degree in a relevant field such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related disciplines from an accredited academic institution, along with four years of relevant professional experience.
Experience: The ideal candidate should have substantial experience in liaising with governmental authorities, national and international institutions, United Nations agencies, and non-governmental organizations. Experience working with vulnerable populations, including migrants, refugees, and internally displaced persons, is crucial. Additionally, prior work experience with international humanitarian organizations or in a multi-cultural environment is highly advantageous, as it demonstrates the candidate's ability to navigate complex social dynamics and contribute effectively to the organization's mission.
Languages: Fluency in English and Arabic (oral and written) is required for this position. A working knowledge of French is considered desirable, as it may enhance communication with a broader range of stakeholders and partners.
