Job Description
Job Posting Organization:
The United Nations Economic and Social Commission for Western Asia (ESCWA) was established in 1973 with the mission to promote economic and social development in the Arab region. ESCWA aims to foster regional cooperation and integration, providing a platform for dialogue and collaboration among member states. The organization operates in multiple countries across the Arab region, focusing on various issues including sustainable development, social justice, and economic growth. ESCWA employs a diverse team of professionals dedicated to addressing the unique challenges faced by the region, with a commitment to enhancing the quality of life for all citizens.

Job Overview:
The consultant will play a crucial role in supporting ESCWA's efforts during Syria's transitional phase by producing an evidence-based policy paper. This paper aims to advance transformative approaches to recovery and peacebuilding in the Arab region. The consultant will utilize enhanced Localized Needs Assessments (LNAs) and Political Economy Analysis to create actionable frameworks and recommendations for national, local, and regional actors. The work will serve as a strategic reference for ESCWA and its partners, promoting context-sensitive, inclusive, and sustainable peacebuilding and recovery efforts across the region. The consultant will engage in comprehensive research, interviews, and collaborative feedback processes to ensure the policy paper is robust and reflective of the current socio-political landscape in Syria and the broader Arab region.

Duties and Responsibilities:
The consultant will be responsible for several key outputs under the supervision of the Syria Portfolio Coordinator/NAFS Programme Manager. These include: 1) Developing and confirming a detailed outline and approach for the policy paper. 2) Conducting comprehensive desk-based research, including literature reviews, contextual analyses, and political economy assessments. 3) Interviewing approximately six key informants to gather insights and validate findings. 4) Preparing a draft policy paper and incorporating feedback from ESCWA and peer reviewers. 5) Finalizing the document based on comments from the Syria Portfolio Coordinator and NAFS Programme Manager. The consultant will ensure that the policy paper identifies transformative approaches to conflict-sensitive recovery and peacebuilding, integrates the LNA methodology, and highlights principles that foster sustainable peace and resilience.

Required Qualifications:
Candidates must possess a bachelor's degree in Political Science, Political Economy, International Relations, International Development, Communications, or a related field. A minimum of 10 years of experience in international development, local development, or humanitarian agencies is required. Candidates should demonstrate strong research skills, capacity-building experience, and a proven ability to design methodologies and write comprehensive reports. Knowledge of the Syrian context and a publication record on conflict and fragile contexts are desirable. Extensive experience in conflict-sensitivity, political economy analysis, and inclusion methodologies is also preferred.

Educational Background:
A bachelor's degree in a relevant field such as Political Science, Political Economy, International Relations, International Development, or Communications is required. Candidates must submit a copy of their educational degree as part of the application process. Incomplete applications will not be considered.

Experience:
The position requires a minimum of 10 years of relevant experience working with international development, local development, or humanitarian agencies. Candidates should have demonstrated experience in conducting research, capacity-building, training, and methodology design, as well as a strong track record in writing reports. Familiarity with the Syrian context and previous work on conflict-sensitive projects is highly desirable.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Fluency in Arabic is desirable, as it is a working language of ESCWA. Candidates should be rated as 'fluent' in all four areas (speaking, reading, writing, and understanding) for English, and 'confident' in at least two of the four areas for Arabic.

The consultancy is expected to last for a duration of 4 weeks. The position is remote, allowing for flexibility in work location.
