Job Overview: The consultant will play a crucial role in supporting ESCWA's efforts during Syria's transitional phase by producing an evidence-based policy paper that advances transformative approaches to recovery and peacebuilding in the Arab region. This position involves analyzing and integrating the enhanced Localized Needs Assessment (LNA) methodology and applying Political EconomyAnalysis to develop actionable frameworks and recommendations. The policy paper will serve as a strategic reference for ESCWA and its partners, guiding national, local, and regional actors in their peacebuilding and recovery efforts. The consultant will work remotely and is expected to complete the project within a duration of four weeks, contributing to a significant initiative aimed at addressing the complex challenges faced by Syria and the broader Arab region.
Duties and Responsibilities: The consultant will be responsible for several key outputs under the supervision of the Syria Portfolio Coordinator/NAFS Programme Manager. The first output involves agreeing on the outline and approach for the policy paper with the Programme Manager. The second output requires the consultant to contribute to the section on transformative peace and the conceptual framework for conflict prevention and transformation, ensuring that conflict-sensitive analysis is integrated throughout. The third output entails reviewing the draft policy paper and providing substantive feedback to enhance its quality and relevance. The consultant's work will be instrumental in identifying and promoting transformative approaches to conflict-sensitive recovery and peacebuilding, integrating the LNA methodology into a forward-looking framework, and highlighting key principles and practices that foster sustainable peace and resilience.
Required Qualifications: Candidates must possess a bachelor's degree in Political Science, Political Economy, International Relations, International Development, Communications, or a related field. Additionally, a minimum of 8 years of experience working with international development, local development, or humanitarian agencies is required. Candidates should demonstrate strong experience in conducting research, capacity-building, training, methodology design, and report writing. Proven knowledge of the Syrian context and a record of established publications on conflict and fragile contexts are desirable. Extensive experience working on projects related to conflict sensitivity and peacebuilding is also preferred.
Educational Background: A bachelor's degree in a relevant field such as Political Science, Political Economy, International Relations, International Development, or Communications is required for this position. Knowledge of French is also beneficial, given its status as a working language of the United Nations.
