Job Overview: The Health and Nutrition Officer (UNV) will be stationed in one of the hubs in St. James or Saint Elizabeth, Jamaica, focusing on health and nutrition programs as part of the Hurricane Melissa Response. This role involves providing professional technical, operational, and administrative assistance throughout the programming process. The officer will apply theoretical and technical skills in researching, collecting, analyzing, and presenting program information while adhering to organizational rules and procedures. The position requires close collaboration with the Chief of Field Office and the Health Specialist for guidance and supervision, ensuring that the health program aligns with UNICEF's mission to promote children's rights and well-being.
Duties and Responsibilities:
Support to programme development and planning: Conduct research and analysis of regional and national trends affecting health and nutrition. Prepare technical reports and documentation for program preparation, ensuring accuracy and relevance. Facilitate the establishment of program goals and objectives based on health needs assessments. Provide technical and administrative support throughout the programming process, ensuring compliance with organizational processes.
Programme management, monitoring and delivery of results: Collaborate with colleagues and partners to monitor implementation issues and suggest solutions. Participate in evaluations and prepare reports for follow-up actions. Monitor the use of program resources and ensure compliance with organizational rules and donor commitments.
Networking and partnership building: Build partnerships with health sector stakeholders and draft communication materials for advocacy. Participate in inter-agency collaborations to harmonize strategies with UNDAF planning.
Required Qualifications: The ideal candidate should possess a strong understanding of health and nutrition programming, particularly in emergency contexts. They should demonstrate analytical skills, the ability to synthesize information, and proficiency in preparing technical reports. Strong communication and interpersonal skills are essential for building partnerships and advocating for health programs. The candidate should also be adaptable, able to work collaboratively, and demonstrate a commitment to UNICEF's mission and values.
Educational Background: A degree in public health, nutrition, or a related field is required. Advanced degrees or specialized training in health program management or emergency response would be advantageous. Knowledge of UNICEF's policies and procedures related to health and nutrition is also beneficial.
Experience: Candidates should have a minimum of two years of relevant experience in health and nutrition programming, particularly in emergency settings. Experience working with government counterparts, NGOs, and UN agencies is highly desirable. Familiarity with monitoring and evaluation processes, as well as resource mobilization, will be an asset.
Languages: Fluency in English is mandatory. Knowledge of local languages spoken in Jamaica would be an advantage, as it would facilitate communication with local stakeholders and communities.
Additional Notes: This is a national UN Volunteer assignment, and the volunteer will be responsible for arranging their own housing and living essentials. The position may involve travel within Jamaica to various program sites, and the candidate should be prepared for fieldwork in potentially challenging conditions.
