Job Overview:
The Country Finance Officer (CFO) plays a vital role within the Consortium Management Unit in Yemen, focusing on financial and support functions. The CFO is responsible for ensuring that financial transactions are executed promptly and in compliance with general accounting principles, as well as DRC and donor guidelines. This position involves coordinating the development of budgets from all Consortium partners, monitoring project spending, and ensuring effective budgetary control. The CFO will also support proposal development, provide financial reports, and ensure compliance with donor requirements, contributing to the overall financial health and accountability of the consortium projects.

Duties and Responsibilities:
The CFO's duties include coordinating the development of separate budgets from Consortium partners, revising and consolidating these into a single budget, monitoring project spending against budgets, supporting budget realignments, and ensuring thorough budgetary control. The CFO will provide monthly financial briefings, support meetings to share information effectively, process financial reports from partners, and ensure timely delivery of quality financial reports to donors. Additionally, the CFO will advise on donor compliance during proposal development, prepare for audits, and provide day-to-day financial support to consortium partners, along with any other tasks assigned by the supervisor.

Required Qualifications:
Candidates must have a minimum of three years of experience working for international non-governmental organizations (INGOs) in finance. They should possess strong knowledge of financial regulations and compliance requirements, particularly with FCDO, ECHO, and EU-INTPA. Proficiency in MS Excel is essential, along with excellent communication, interpersonal, and negotiation skills. The ability to work effectively in a cross-cultural context and promote teamwork is crucial. Candidates should also demonstrate the ability to plan long-term, organize priorities, and work under pressure.

Educational Background:
A Bachelor’s degree in Accounting, Finance, Business Administration, Commerce, or a related field is required for this position. This educational background provides the necessary foundation for understanding financial principles and practices relevant to the role.

Experience:
The position requires a minimum of three years of relevant experience in finance, specifically within the context of INGOs. This experience should include hands-on knowledge of financial regulations and compliance, as well as practical skills in financial management and reporting.

Languages:
Fluency in Arabic is mandatory, as it is the native language of the region. Proficiency in English, both written and spoken, is also required to ensure effective communication with international partners and stakeholders. Good command of English will facilitate the preparation of reports and proposals.

Additional Notes:
The contract for this position is set to last until July 31, 2026, and it is classified under the non-Management (H1) band. The start date is as soon as possible, and the duty station is in Sana'a, Yemen. Salary and conditions will align with the Danish Refugee Council’s National Terms of Employment.
