The ICAO Government Safety Inspector Operations — Air Cargo Certification (ACC) position is designed to lead a specialized team responsible for ensuring compliance with international aviation standards related to air cargo operations. The role involves guiding the team in understanding and implementing the requirements set forth in various ICAO Annexes, including those pertaining to the operation, airworthiness, security, and safety management of aircraft. The successful candidate will be expected to provide technical assistance to member states, ensuring that they can effectively certify and oversee air cargo operations. This position requires a deep understanding of aviation regulations, the ability to develop training programs, and the capacity to lead teams in identifying and addressing deficiencies in air cargo certification processes.

Duties and Responsibilities:
The primary duties of the ICAO Government Safety Inspector Operations — Air Cargo Certification (ACC) include leading the iPack team in familiarizing them with the relevant Annexes and guiding them in the development of regulations and procedures for air cargo certification. Responsibilities also include identifying deficiencies in the Civil Aviation Authority's (CAA) air cargo certification system, explaining the role of inspectors in conducting demonstrations and inspections, and specifying requirements for training programs for operators adding air cargo transport to their operations. The position also involves coordinating the deployment of the iPack, preparing reports on objectives achieved, and providing recommendations for improving the iPack delivery model. The inspector will be responsible for ensuring compliance with ICAO provisions and providing advisory support to member states.

Required Qualifications:
Candidates must possess considerable experience in a senior position within a CAA Department of Air Operator and Air Cargo Certification, with at least ten years of relevant experience. Significant experience as a safety operation inspector with a CAA in the certification of air cargo operators is essential, along with extensive experience in flight operation inspections, accident investigations, and safety management systems. Knowledge of ICAO Annexes, CAA regulations, and air cargo policies is crucial. Candidates should also have experience in preparing and implementing rules and regulations related to flight safety inspection and certification.

Educational Background:
A first-level university degree in Aviation, Engineering, or a related technical discipline is required. Alternatively, a technical qualification in aviation, such as an Airline Transport Pilot License or Civil Aviation Safety Inspector certification, may be accepted in lieu of the degree. This educational background ensures that candidates have the necessary theoretical knowledge and technical expertise to perform the duties of the position effectively.

Experience:
Candidates should have a minimum of ten years of experience in a senior role within a CAA Department, specifically in air operator and air cargo certification. Additionally, three years of experience as a safety operation inspector is required. The role demands extensive experience in all aspects of certification and oversight of air operators, including the review of applications and manuals, as well as conducting inspections and audits.

Languages:
Fluency in English, including reading, writing, and speaking, is essential for this position. Knowledge of additional languages, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and may enhance a candidate's profile.
