Job Overview:
The position involves working on the Cybersecurity Capacity and Resilience Framework specifically tailored for the Energy Sector in Montenegro. The consultant will be responsible for assessing the current cybersecurity landscape, identifying vulnerabilities, and developing strategies to enhance the resilience of the energy sector against cyber threats. This role requires a deep understanding of cybersecurity principles, particularly as they apply to critical infrastructure. The consultant will work closely with stakeholders in the energy sector to ensure that the framework is practical and aligns with national and international standards. The assignment is expected to last for a defined period, from December 20, 2025, to March 20, 2026, encompassing a total of 50 consultancy days. The consultant will need to submit proposals through the UNDP's supplier portal, adhering to the guidelines provided.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of the current cybersecurity measures in place within the energy sector in Montenegro.
  • Identify key vulnerabilities and risks associated with cyber threats to the energy infrastructure.
  • Develop a Cybersecurity Capacity and Resilience Framework that outlines strategies for improving cybersecurity posture.
  • Collaborate with energy sector stakeholders to gather insights and ensure the framework meets their needs.
  • Provide recommendations for implementing the framework, including training and capacity-building initiatives.
  • Prepare and present reports detailing findings, recommendations, and progress to UNDP and relevant stakeholders.
  • Engage in continuous communication with UNDP to ensure alignment with project goals and timelines.
  • Facilitate workshops or meetings to discuss the framework and gather feedback from stakeholders.

Required Qualifications:
  • Proven expertise in cybersecurity, particularly in relation to critical infrastructure and energy sectors.
  • Strong analytical skills with the ability to assess complex systems and identify vulnerabilities.
  • Experience in developing cybersecurity frameworks or policies.
  • Excellent communication skills, both written and verbal, to effectively convey technical information to non-technical stakeholders.
  • Familiarity with international cybersecurity standards and best practices.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
A minimum of a bachelor’s degree in Computer Science, Information Technology, Cybersecurity, or a related field is required. A master’s degree or relevant certifications (such as CISSP, CISM, or equivalent) would be an advantage, demonstrating advanced knowledge and expertise in cybersecurity.

Experience:
At least 5 years of professional experience in cybersecurity, with a focus on critical infrastructure protection. Experience working with governmental or international organizations on cybersecurity initiatives is highly desirable. Proven track record of developing and implementing cybersecurity strategies or frameworks is essential.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Montenegrin or other regional languages would be considered an asset, enhancing communication with local stakeholders.

Additional Notes:
The contract duration for this consultancy is from December 20, 2025, to March 20, 2026, covering a total of 50 consultancy days. This position is part-time and requires the consultant to be available for meetings and consultations as needed. The recruitment is open to both national and international candidates, and compensation will be based on the consultant's experience and qualifications.
