UNFPA is currently initiating its 7th Country Programme in Laos, focusing on policy advocacy, communication, and innovative initiatives to achieve its goals.

Job Overview:
The Programme Assistant will play a crucial role in supporting the effective management of UNFPA's programme activities in Laos, particularly in the areas of population and development, reproductive health, and gender. This position requires a client-oriented and results-focused approach to interpreting rules, procedures, and guidelines related to human resources, administration, and finance. The Programme Assistant will provide essential support to the Country Office and UNFPA-supported projects, ensuring that operational aspects of programme delivery are met efficiently. The role involves collaboration with various stakeholders, including HR focal points, project personnel, and external partners, to facilitate the smooth execution of programme activities and to uphold the organization's mission and objectives.

Duties and Responsibilities:
The Programme Assistant will be responsible for a wide range of duties, including but not limited to: providing operational support for programme/project inputs such as personnel, subcontracts, and equipment; assisting in the recruitment and selection process by advising managers and coordinating performance appraisals; maintaining accurate personnel records and managing the CO staffing table; overseeing inventory and asset management; participating in procurement sub-working groups; implementing corporate systems for administrative and HR management; managing procurement operations for office supplies and services; maintaining long-term agreements and professional service contracts; ensuring compliance with customs clearance for imported commodities; and participating in assurance exercises such as audits and spot checks. The Programme Assistant will also carry out any additional duties as assigned by UNFPA leadership.

Required Qualifications:
Candidates for the Programme Assistant position should possess a strong understanding of human resources and administrative processes, with a proven ability to apply best practices in recruitment and personnel management. They should demonstrate exceptional organizational skills, attention to detail, and the ability to manage multiple tasks effectively. Strong communication and interpersonal skills are essential for collaborating with diverse stakeholders and fostering positive relationships. The ideal candidate should also exhibit a commitment to UNFPA's mission and values, including integrity, cultural diversity, and adaptability to change.

Educational Background:
A minimum of a bachelor's degree in human resources, business administration, social sciences, or a related field is required for the Programme Assistant position. Additional certifications or training in HR management or project management would be advantageous and demonstrate a commitment to professional development in the field.

Experience:
Candidates should have at least 2-3 years of relevant experience in human resources, administration, or project management, preferably within an international organization or a development context. Experience working with UN agencies or similar organizations is highly desirable, as it provides familiarity with the operational and administrative frameworks of such entities. The ability to navigate complex environments and adapt to changing circumstances is crucial for success in this role.

Languages:
Fluency in English is mandatory, as it is the working language of UNFPA and essential for communication with international staff and stakeholders. Proficiency in Lao is highly desirable, as it facilitates engagement with local partners and enhances the effectiveness of programme implementation. Knowledge of additional languages may be considered an asset, particularly in a multicultural environment.

Additional Notes:
The position is based in Vientiane, the capital of Laos, where living conditions are generally comfortable, although residents must adapt to the tropical climate and developing infrastructure. The role is full-time, and candidates should be prepared for the unique challenges and cultural experiences of living in Laos. The UNV Office will assist in finding suitable accommodation, and there are various housing options available.
