Job Overview:
The E T Consultant position is a critical role within the World Bank's Information and Technology Solutions (ITS) Vice Presidential Unit (VPU). The primary function of this role is to serve as a Systems Architect, leading the design and delivery of intelligent, scalable, and secure systems that support key work programs under the Global and Country products portfolio. This includes modernization efforts for the Country Partnership Framework (CPF) and the Country Policy and Institutional Assessment (CPIA), as well as the development of various digital solutions aimed at enhancing operational efficiency and decision-making processes. The position demands advanced expertise in software engineering and full-stack development, particularly with modern frameworks such as React, Angular, and Node.js, alongside proficiency in cloud-native architectures like Microsoft Azure and AWS. The role also emphasizes the development of AI-powered business solutions, requiring deep knowledge of artificial intelligence technologies and hands-on experience with tools such as Azure AI and OpenAI APIs.

Duties and Responsibilities:
The duties and responsibilities of the E T Consultant include providing strategic technical leadership in designing and implementing systems architectures that align with evolving business objectives. The consultant will architect and lead the delivery of cloud-native, full-stack solutions using modern frameworks and platforms. They will design and oversee the implementation of AI-powered systems, ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security and governance standards. The consultant will coordinate across cross-functional teams to ensure architectural coherence with operational requirements and collaborate with Product Owners and Business Analysts to translate strategic business needs into actionable technical specifications. Additionally, they will oversee technical execution across multiple agile teams, mentor delivery contractors, evaluate vendor proposals, monitor technical delivery progress, and offer guidance and technical knowledge to colleagues.

Required Qualifications:
Candidates must possess a strong educational background in Information Technology, with at least 5 years of relevant experience or an equivalent combination of education and experience. A proven track record in managing IT projects from design through production deployment is essential, along with expertise in vendor management and contract oversight. Comprehensive knowledge of both back-end systems and front-end technologies is required, as well as advanced proficiency in cloud platforms such as Microsoft Azure and AWS, supported by relevant certifications. Hands-on experience with system integration, networking, DevOps practices, and enterprise security standards is also necessary. Candidates should demonstrate the ability to assess and validate technical solutions for alignment with enterprise architecture standards and business objectives.

Educational Background:
A degree in Information Technology or a related field is required for this position. Candidates with advanced degrees or specialized certifications in relevant areas will be preferred. The educational background should reflect a strong foundation in both theoretical and practical aspects of information technology, software engineering, and systems architecture.

Experience:
The position requires a minimum of 5 years of experience in information technology, specifically in roles that involve managing IT projects and systems architecture. Candidates should have experience working in environments that require collaboration across various teams and stakeholders, as well as experience in agile methodologies and project management.

Languages:
The mandatory language for this position is English, as it is the primary language of communication within the World Bank Group. Proficiency in Bulgarian is preferred, as it may facilitate better engagement with local stakeholders and enhance the effectiveness of the consultant's work in Bulgaria.

This position is a local recruitment opportunity with a term duration of one year, which may be renewable at the discretion of the World Bank Group. The selected candidate will be subject to a lifetime maximum ET appointment of three years.
