Job Overview:
The Senior IT Officer, Business Solutions I position at the World Bank Group is a critical role within the Information and Technology Solutions (ITS) Vice Presidential Unit (VPU). The mission of the ITS VPU is to leverage information and technology to enhance development impact. This role focuses on the digital transformation of corporate services, ensuring that operations are seamless, resilient, and future-ready. The Senior IT Officer will be responsible for designing and delivering AI-first, cloud-native application architectures that address complex systems integration challenges while ensuring performance and interoperability. The position requires a strategic mindset to define and maintain the technical vision and architecture of the portfolio, ensuring alignment with organizational goals and scalability for future needs.

Duties and Responsibilities:
The Senior IT Officer will be accountable for several key responsibilities, including:

• Defining the target architecture and blueprints, owning high-level designs, patterns, integrations, and technology stacks that prioritize AI-first and cloud-native paradigms.
• Engineering a robust technology foundation by designing, developing, and maintaining secure, scalable application and data platforms.
• Evaluating and implementing technologies by selecting fit-for-purpose frameworks and guiding proof of concepts to production-grade solutions.
• Institutionalizing modern delivery practices, driving DevOps/Platform Engineering, CI/CD, and automation, and promoting best practices for software development and data lifecycle management.
• Enabling data architecture and integration by architecting seamless data flow across systems and designing enterprise integration frameworks.
• Embedding intelligence by integrating analytics and AI capabilities into the portfolio.
• Coaching and collaborating with product teams and solution architects to translate business needs into coherent digital and data solutions, mentoring engineers, and leading architecture reviews.

Required Qualifications:
Candidates must possess a Master’s degree in Computer Science, Engineering, Information Systems, or a related field, along with at least 8 years of progressively responsible experience. Alternatively, a Bachelor’s degree with 10+ years of experience or an equivalent combination of education and experience is acceptable. A proven track record in leading the design of scalable architectures, conducting architecture reviews, and guiding Agile teams is essential. Candidates should also have hands-on experience with Azure services and modern front-end frameworks, as well as strong relational database skills.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as Computer Science, Engineering, or Information Systems. A Bachelor’s degree is acceptable if accompanied by significant relevant experience. Candidates should have a strong foundation in technology and architecture principles, as well as familiarity with modern development practices and tools.

Experience:
The position requires a minimum of 8 years of progressively responsible experience in IT architecture and solutions design. Candidates should have experience leading complex, multi-disciplinary programs and a strong understanding of cloud services, data engineering, and application development. Experience with Agile methodologies and a proven ability to communicate technical concepts to stakeholders is also necessary.

Languages:
While specific language requirements are not detailed, proficiency in English is typically expected in international organizations like the World Bank Group. Additional language skills may be beneficial but are not mandatory.
