Job Overview: The Associate Platform Engineering, Fin Ops position is a critical role within the EBRD's Information Technology division. This role involves the design, implementation, maintenance, and support of the Bank’s platforms and software solutions. The Associate will take a lead role in designing, developing, and optimizing EBRD's infrastructure and software solutions within their own value stream. The position requires collaboration with multi-functional teams and business product owners to deliver high-quality, product-aligned services that meet user needs. The Associate may also lead small projects and is expected to be proficient in software design, CI/CD pipeline implementation, and Infrastructure as Code (IaC) technologies. This role is essential for ensuring that the Bank's financial operations are efficient and effective, leveraging cloud technologies to optimize costs and improve service delivery.
Duties and Responsibilities: The duties and responsibilities of the Associate Platform Engineering, Fin Ops include:
Managing Microsoft Azure Cost Management and Billing for spend analysis and optimization.
Integrating FinOps tooling into Microsoft Azure DevOps and GitHub pipelines, as well as Infrastructure as Code using Bicep or Terraform.
Automating resource tagging and cost allocation across Azure subscriptions and management groups.
Conducting forecasting, budgeting, and anomaly detection using Azure Budgets and Power BI.
Developing rate optimization strategies including Azure Reservations and Savings Plans.
Enhancing workload efficiency and architectural optimization based on Azure Advisor recommendations.
Creating dashboards and reports for cost visibility using Power BI and Azure Monitor.
Establishing policy and governance frameworks for cost control using Azure Policy and RBAC.
Collaborating with Procurement and Vendor Management teams to reconcile billing and manage commercial commitments. 1
Managing Microsoft Azure Consumption Commitment agreements to maximize value. 1
Educating engineering squads on FinOps principles within Microsoft-centric environments. 1
Overseeing on-premises cost management for virtualized environments and private cloud, including chargeback models and capacity planning.
Required Qualifications: Candidates must possess a strong background in designing and implementing FinOps practices within Azure platform engineering workflows. They should have experience working with Managed Service Providers and FinOps tooling vendors in a Microsoft ecosystem. An intermediate to advanced certification in FinOps (FinOps Certified Practitioner) is required. Hands-on experience with Azure Cost Management and financial optimization approaches is essential. Candidates should also have foundational knowledge of financial modeling and forecasting for cloud and on-premises spending. Strong communication skills are necessary to collaborate effectively with other teams and promote a culture of cost accountability.
Educational Background: A bachelor's degree in Computer Science, Information Technology, Finance, or a related field is required. Advanced degrees or certifications in relevant areas such as cloud computing, financial management, or DevOps practices are highly desirable.
Experience: Candidates should have a minimum of 3-5 years of experience in platform engineering, cloud financial management, or a related field. Experience in a financial institution or similar environment is preferred, as is familiarity with Azure cloud services and financial optimization strategies.
Languages: Fluency in English is mandatory, as it is the working language of the EBRD. Knowledge of additional languages, particularly those spoken in the EBRD member countries, is considered an asset and may enhance a candidate's application.
Additional Notes: This position is a fixed-term contract for a duration of 3 years. The EBRD promotes flexible working arrangements, with an expectation for employees to work in the office 50% of the time.
