Job Overview:
The Capacity Building Officer plays a crucial role in strengthening the National Climate Change Commission (NCCC) in Moldova. This position involves supporting the design and delivery of training programs, institutional development, and stakeholder engagement to enhance the capacity of national institutions in climate governance. The officer will be responsible for developing procedures, tools, and reporting mechanisms that align with Moldova's national and international climate commitments. The role requires a strong focus on inclusive and evidence-based climate adaptation and mitigation efforts, ensuring that vulnerable groups are actively involved in decision-making processes. The Capacity Building Officer will work closely with various stakeholders, including government ministries, local authorities, and civil society organizations, to promote effective climate action and facilitate knowledge sharing across sectors. This position is essential for operationalizing the NCCC and ensuring that climate priorities are mainstreamed into national policies and strategies.

Duties and Responsibilities:
The Capacity Building Officer is responsible for implementing activities that ensure the delivery of key results, including establishing mechanisms for inter-institutional coordination, conducting studies and research efforts, and developing knowledge products related to climate resilience and development. The officer will coordinate project planning processes, manage day-to-day activities, and provide technical advice to ensure timely and high-quality outputs. Responsibilities also include facilitating stakeholder engagement, promoting participatory research, and ensuring that gender and social inclusion perspectives are integrated into all project activities. The officer will lead the development of sectoral studies, support the establishment of climate knowledge platforms, and implement national climate budget tagging to monitor climate-related expenditures. Additionally, the officer will develop and maintain stakeholder mapping, prepare substantive briefs on cooperation opportunities, and ensure compliance with UNDP policies and standards throughout project implementation.

Required Qualifications:
Candidates must possess an advanced degree in Public Administration, Economics, Environment, Climate Change, or related fields. Alternatively, a first-level university degree (Bachelor's Degree) combined with two additional years of qualifying experience will be considered. A minimum of two years of progressive experience in guiding the implementation of environment or climate change programs is required for those with a master's degree, while four years of experience is necessary for those with a bachelor's degree. Proficiency in using office software packages and web-based management systems is essential. Desired qualifications include experience in capacity building, technical assistance, and institutional strengthening for public sector actors, as well as demonstrated engagement with diverse stakeholders and inter-institutional coordination.

Educational Background:
The educational background required for this position includes an advanced degree in relevant fields such as Public Administration, Economics, Environment, or Climate Change. Candidates with a bachelor's degree in these areas will also be considered if they have additional qualifying experience. This educational foundation is crucial for understanding the complexities of climate governance and the socio-economic context of Moldova.

Experience:
The position requires a minimum of two years of relevant experience for candidates with a master's degree, or four years for those with a bachelor's degree. This experience should be progressive and focused on the implementation of environment or climate change programs and projects. Candidates should have a proven track record of engaging with various stakeholders, including government officials, civil society organizations, and private sector actors, to facilitate effective climate action and policy alignment.

Languages:
Fluency in Romanian and English is mandatory for this position. Additionally, working knowledge of one or more languages relevant to Moldova, such as Bulgarian, Gagauzian, Romani, Ukrainian, or sign language, is considered an asset. Proficiency in multiple languages will enhance communication and engagement with diverse stakeholders in the region.

This position is part of a project aimed at strengthening Moldova's institutional architecture for climate governance and enhancing technical capacities.
