Job Overview:
The Program Manager position at NRC involves overseeing the management of integrated programs and ensuring the technical quality of the field office operations. The role requires line management of CC Coordinators and Team Leaders, as well as providing support for Project Cycle Management (PCM), monitoring, and evaluation of projects. The Program Manager will be responsible for conducting needs assessments, ensuring compliance with donor standards, and developing financing strategies for the area of intervention. This position also entails liaising with local and national authorities, promoting the rights of internally displaced persons (IDPs) and returnees, and ensuring that NRC resources are utilized in accordance with humanitarian principles. The Program Manager will play a crucial role in capacity building, innovation, and the development of Core Competence strategies, while also providing regular updates on project progress to the Area Manager.

Duties and Responsibilities:
The Program Manager will be responsible for a variety of duties, including but not limited to: managing the line staff of CC Coordinators and Team Leaders, ensuring high-quality program implementation, organizing Grant Opening, Review, and Closing Meetings for key competency projects, and conducting regular site visits to monitor project implementation. The role also involves reviewing project reports, supporting program staff with budget monitoring, and ensuring compliance with contractual commitments. The Program Manager will contribute to the development of the area of intervention, promote innovation and learning, and represent the Area Manager when necessary. Additionally, the Program Manager will be tasked with identifying financing opportunities and developing strategies to secure funding for ongoing and future projects.

Required Qualifications:
Candidates for the Program Manager position should possess a minimum of 2 years of experience in program management within a humanitarian or recovery context. They should have experience working in complex and volatile environments, as well as a working knowledge of emergency response and durable solutions. Expertise in one or more of NRC's core competencies is considered an asset, along with a strong understanding of donor regulations and advocacy experience. Candidates should also demonstrate leadership skills and a commitment to the organization's mission and values.

Educational Background:
The educational background required for this position includes a relevant degree in a field related to humanitarian work, social sciences, or project management. Candidates with advanced degrees or specialized training in humanitarian assistance, international development, or related fields will be preferred. A strong academic background will complement the practical experience required for this role.

Experience:
The ideal candidate should have at least 2 years of relevant experience in program management, particularly in humanitarian settings. Experience in project startup and exit strategies, as well as familiarity with monitoring and evaluation processes, will be beneficial. Candidates should also have a proven track record of achieving results related to the responsibilities outlined in the job description.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Knowledge of Portuguese or local languages spoken in Mozambique would be considered an advantage, as it would facilitate communication with local stakeholders and communities.

Additional Notes:
This position is based in Mueda and Pemba, Mozambique, with a contract duration of 12 months, which is renewable based on performance and funding availability. The role requires approximately 50% travel to target project locations, including IDP camps. The salary for this position is classified as grade 9 on NRC's national pay scale.
