Job Overview:
The position of International Legal Aid Specialist Consultant is designed to provide expert legal assistance and support to the UNDP in Libya. The consultant will be responsible for enhancing the legal aid framework within the country, ensuring that legal services are accessible to all, particularly marginalized and vulnerable populations. The role requires a deep understanding of international legal standards and practices, as well as the ability to navigate the local legal landscape. The consultant will work closely with various stakeholders, including government entities, NGOs, and community organizations, to develop and implement effective legal aid strategies. The assignment is expected to span 30 working days over a period of 6 months, during which the consultant will conduct assessments, provide recommendations, and assist in the capacity building of local legal aid providers.

Duties and Responsibilities:
The International Legal Aid Specialist will have a comprehensive set of duties and responsibilities, including but not limited to: conducting a thorough assessment of the current legal aid services in Libya; identifying gaps and challenges in the existing legal framework; developing a strategic plan to enhance legal aid services; providing training and capacity building for local legal aid providers; collaborating with government agencies and civil society organizations to promote legal awareness; drafting reports and recommendations based on findings; ensuring compliance with international legal standards; and facilitating workshops and seminars to disseminate knowledge and best practices in legal aid.

Required Qualifications:
Candidates must possess a strong background in law, with a focus on international human rights law and legal aid. A proven track record of working in legal aid or related fields is essential. The ideal candidate should have excellent analytical and problem-solving skills, as well as the ability to work collaboratively with diverse stakeholders. Strong communication skills, both written and verbal, are required to effectively convey complex legal concepts to non-legal audiences. Additionally, candidates should demonstrate cultural sensitivity and adaptability to work in a challenging environment.

Educational Background:
A minimum of a Master’s degree in Law, International Relations, or a related field is required. Candidates with a Juris Doctor (JD) or equivalent legal qualification will be given preference. Specialized training or certifications in legal aid, human rights, or international law will be considered an asset.

Experience:
The position requires a minimum of 5 years of relevant professional experience in legal aid, human rights, or international law. Experience working with international organizations, particularly in conflict or post-conflict settings, is highly desirable. Familiarity with the legal system in Libya and previous work experience in the region will be advantageous.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Arabic is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work. Knowledge of other languages relevant to the region may also be beneficial.

Additional Notes:
This position is offered as an individual contractor role, with a contract duration of 6 months. The consultant is expected to work remotely, with the possibility of travel to Libya as necessary. The position is part-time, with a total of 30 working days allocated for the assignment. Compensation will be commensurate with experience and in accordance with UNDP guidelines.
