Job Overview: The Administrative and Finance Associate plays a crucial role in delivering quality administrative and financial services to both internal and external clients. This position requires a client-oriented approach to interpreting rules and guidelines, ensuring compliance with UNFPA's policies. The Associate will supervise clerical and support staff, ensuring that all financial transactions are managed effectively and in accordance with UNFPA's standards. The role involves significant interaction with various stakeholders, providing support and guidance to the Country Office and UNFPA-supported projects. The Associate will be responsible for ensuring sound financial management, operational support, and the strengthening of internal control systems, all while maintaining a focus on results and excellence in program delivery.
Duties and Responsibilities: The duties and responsibilities of the Administrative and Finance Associate include: A. Financial Management and Oversight: Leading the monitoring and quality assurance of financial transactions, ensuring compliance with UNFPA financial rules. Reviewing and certifying payments and financial commitments. Preparing and monitoring budgets, including common services and cost recovery arrangements. Coordinating responses to audit findings and overseeing corrective actions. Supporting program units in donor report preparation. Developing tools for budget analysis and financial reporting. Providing technical guidance to project staff on financial procedures. B. Administrative and Operational Support: Supporting common services and premises management, ensuring timely payment of contributions. Arranging logistics for workshops and official events. Contributing to office safety and security" style="border-bottom: 1px dotted #007bff !important;">security arrangements. C. Systems Implementation and Process Improvement: Serving as the focal point for financial and administrative modules, ensuring compliance with corporate workflows. Recommending process improvements to enhance operational efficiency. D. Other Duties: Supporting the Operations Manager in financial planning and reporting, representing UNFPA in inter-agency working groups, and carrying out additional duties as required by UNFPA leadership.
Required Qualifications: The position requires completed Secondary Level Education as a minimum, with a first-level university degree in Finance, Business, Public Administration, or a similar discipline being desirable. Candidates should have seven years of relevant experience in administration, finance, or office management. Proficiency in office software applications and ERP financial systems is essential. Familiarity with UN administrative and financial procedures is a strong asset, along with proven experience in managing financial policies and processes in development organizations. Excellent knowledge of MS Office and ERP systems is required, along with the ability to lead teams effectively.
Educational Background: Candidates must have completed Secondary Level Education, with a first-level university degree in Finance, Business, Public Administration, or a related field being preferred. This educational background is crucial for understanding the financial and administrative functions required in this role.
Experience: The position requires a minimum of seven years of relevant experience in administration, finance, or office management.
