Job Overview:
The position of National Consultant for the Strategic Assessment of Indonesia’s Circular Economy Roadmap and Action Plan involves a comprehensive evaluation of Indonesia's strategies for implementing a circular economy. The consultant will be responsible for analyzing current policies, identifying gaps, and providing recommendations to enhance the effectiveness of the roadmap and action plan. This role requires a deep understanding of circular economy principles and practices, as well as the ability to engage with various stakeholders, including government agencies, private sector actors, and civil society organizations. The consultant will work closely with UNDP to ensure that the assessment aligns with national priorities and international best practices, ultimately contributing to sustainable development goals in Indonesia.

Duties and Responsibilities:
The consultant will undertake the following duties and responsibilities:
  • Conduct a thorough review of existing policies and frameworks related to circular economy in Indonesia.
  • Engage with stakeholders through interviews, workshops, and surveys to gather insights and perspectives on the current roadmap and action plan.
  • Analyze data and information to identify strengths, weaknesses, opportunities, and threats related to the implementation of the circular economy.
  • Develop a comprehensive report detailing findings, conclusions, and actionable recommendations for improving the roadmap and action plan.
  • Present findings to UNDP and relevant stakeholders, facilitating discussions on proposed changes and enhancements.
  • Collaborate with UNDP and other partners to ensure that the assessment is integrated into broader development strategies and initiatives.

Required Qualifications:
Candidates must possess the following qualifications:
  • Advanced degree in environmental science, economics, public policy, or a related field.
  • Proven experience in conducting assessments or evaluations related to circular economy or sustainable development.
  • Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with Indonesia's environmental policies and development context is highly desirable.

Educational Background:
The educational background required for this position includes a master's degree or higher in a relevant field such as environmental science, economics, public policy, or sustainable development. Candidates with a strong academic record and relevant certifications in circular economy practices will be preferred.

Experience:
The ideal candidate should have at least 5 years of professional experience in the field of sustainable development, with a focus on circular economy initiatives. Experience working with international organizations, government agencies, or NGOs in Indonesia or similar contexts will be an advantage. Proven track record in conducting assessments, evaluations, or research projects is essential.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Bahasa Indonesia is highly desirable, as it will facilitate communication with local stakeholders and enhance the quality of the assessment. Knowledge of additional languages may be considered an asset.

Additional Notes:
This position is for a fixed-term contract of 90 working days. The consultant will work remotely but may be required to attend meetings or workshops in Indonesia as necessary. The role is part-time, with flexibility in working hours. Compensation will be commensurate with experience and qualifications, and the consultant will be expected to submit a detailed proposal outlining their approach to the assignment.
