Job Overview: The consultant will develop a self-paced and partly interactive e-learning course aimed at transitioning from National Transfer Accounts (NTAs) to National Inclusion Accounts (NIAs). This course is designed to support the creation of evidence-based, intergenerational policies that promote inclusive and sustainable economic growth, particularly in the context of population ageing in the Asia-Pacific and Latin America and the Caribbean regions. The course will consist of three modules, each taking approximately 45-60 minutes to complete, with quizzes and wrap-ups at the end of each module. The first module will focus on estimating NIAs based on NTA work, the second will present country case studies to illustrate the results of NIAs, and the third will explore how NIAs can inform public policies, particularly in relation to demographic changes, climate change, and technological advancements. The consultant will also present the course and gather feedback during a hybrid meeting to ensure its effectiveness before final rollout.
Duties and Responsibilities: The consultant's responsibilities include developing the e-learning course content, ensuring it aligns with the goals of the 2030 Agenda for Sustainable Development, and addressing the challenges posed by population ageing. The consultant will assess gaps across population groups and ensure that the course promotes inclusion and sustainability. They will work closely with technical consultants to transfer the course into an online format and will be responsible for testing the course with participants to gather feedback. The consultant will also need to ensure that the course incorporates key messages from the Madrid International Plan of Action on Ageing and other relevant documents, while also addressing mainstream topics such as gender and intergenerational issues. The consultant will be expected to deliver high-quality educational materials that enhance the capacity of governments in the targeted regions to develop evidence-based policies.
Required Qualifications: Candidates must possess a university degree in social sciences, demography, statistics, community development, or a related field. A minimum of 6 years of established work experience related to NTAs and NIAs is required. Experience in developing e-learning courses is desirable, as is a strong background in conducting research on NTAs, NIAs, and sociodemographic issues. Candidates should have excellent experience in population and development issues, particularly in drafting papers related to social demography, population ageing, health, or gender. Familiarity with the 2030 Agenda for Sustainable Development and the Madrid International Plan of Action is also desirable.
