The agency operates the largest UN operation in the Middle East, employing over 30,000 staff members and is primarily funded through voluntary contributions from UN member states, regional bodies, business foundations, and individual donations. Job Overview: The HR Assistant position is integral to the Field Human Resources Department at UNRWA, specifically within the HR Services and HR Career Management divisions. The incumbent will be responsible for maintaining and updating various human resources records, ensuring accuracy, and initiating corrective actions as necessary. This role involves drafting routine correspondence, filling out Personnel Action Forms, and compiling information for statistical reports related to HR functions. The HR Assistant will also participate in recruitment activities, including job advertisements, screening candidates, administering assessments, and preparing recruitment packages. Additionally, the incumbent will manage personnel contracts, verify requests from departments, and ensure proper filing and maintenance of personnel records. The role requires participation in performance management activities and may involve relieving counterparts in other HR teams or sections. The HR Assistant will perform other duties as assigned by the supervisor, contributing to the overall efficiency and effectiveness of the HR department.
Duties and Responsibilities:
Check various human resources records, forms, and tables for accuracy and initiate corrective actions as required. Maintain and update records and files, following up as necessary. Review documents and certificates related to the section before processing them in the HRM System.
Draft routine correspondence, fill out Personnel Action Forms, and compile information for periodic reports related to HR functions.
Participate in recruitment activities, including job advertisement, screening, administering written assessments for shortlisted candidates, participating in interviews as HR ex-Officio, and preparing recruitment packages for clearance.
Manage complementary personnel contracts and documents, including receiving requests from departments, verification, obtaining necessary approvals, data entry in the system, collecting attendance, and reviewing payroll results.
Receive, register, and distribute incoming mail and dispatch outgoing mail. Attend to the reproduction, collation, and stapling of various documents and materials. Ensure scanning of all documents for official status files.
Enter data on the HRM System related to payroll, entitlements, or movements.
Support performance management activities, assisting staff and supervisors in completing the electronic performance management system, generating reports, and tracking the status of staff under probation.
Relieve counterparts in other HR teams, sections, or divisions as needed.
Perform other duties as assigned by the supervisor.
Required Qualifications:
Successful completion of full secondary education.
Demonstrated computer skills with a good knowledge of databases, spreadsheets, and other applications used by the Agency.
Ability to maintain confidentiality in handling sensitive information.
Educational Background: Candidates must have successfully completed full secondary education and possess a two-year post-secondary diploma in Human Resources Management, Business Administration, or a related field. This educational background is essential for understanding the complexities of human resources management and administrative duties within the UNRWA framework.
Experience: Candidates must have at least four years of relevant experience in human resources management or related administrative duties. Additionally, a minimum of one year of practical experience in HR is required. This experience should include involvement in various HR functions such as recruitment, personnel management, and administrative support, demonstrating a comprehensive understanding of HR processes and practices.
Languages: English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also recognized as a working language of the United Nations Secretariat, but English proficiency is mandatory for this role. Candidates should be able to communicate effectively in English, as it is essential for performing the duties of the HR Assistant.
Additional Notes: This position is a Daily Paid Assignment for up to three months, with the possibility of extension based on satisfactory performance and availability of funds. The daily rate for this position is 27.12 USD, and employees are entitled to one day of annual leave and one day of sick leave for each completed month of service. The vacancy is open to both internal and external candidates, but only those residing in Syria and within commuting distance of the duty station in Damascus are eligible to apply.
