Job Overview:
The position of Consultant National Analyse Flux Financiers & Mécanismes Financements en RDC involves conducting a comprehensive analysis of climate financial flows and innovative financing mechanisms in the Democratic Republic of the Congo (DRC). The consultant will be responsible for assessing the current landscape of climate finance, identifying gaps, and proposing actionable recommendations to enhance the effectiveness of financial mechanisms aimed at climate change mitigation and adaptation. This role is crucial as it supports the DRC's efforts to implement its Nationally Determined Contributions (NDCs) under the Paris Agreement and to develop a robust carbon market. The consultant will work closely with various stakeholders, including government agencies, NGOs, and international partners, to ensure that the analysis is aligned with national priorities and international best practices. The position requires a deep understanding of climate finance, policy frameworks, and the socio-economic context of the DRC, as well as the ability to communicate findings effectively to diverse audiences.

Duties and Responsibilities:
The consultant will be expected to perform the following duties and responsibilities:
  • Conduct a thorough analysis of existing climate financial flows in the DRC, including public and private investments, donor funding, and international financial support.
  • Identify and evaluate innovative financing mechanisms that can be leveraged to enhance climate resilience and promote sustainable development in the DRC.
  • Collaborate with relevant stakeholders to gather data and insights on climate finance needs and priorities.
  • Prepare detailed reports and presentations summarizing findings, recommendations, and potential strategies for improving climate finance in the DRC.
  • Facilitate workshops and discussions with stakeholders to validate findings and gather feedback on proposed recommendations.
  • Ensure that all work is conducted in accordance with UNDP policies and procedures, maintaining high standards of professionalism and integrity.
  • Provide ongoing support and guidance to UNDP and other partners in the implementation of recommendations arising from the analysis.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • Proven expertise in climate finance, environmental economics, or a related field.
  • Strong analytical skills with the ability to interpret complex data and provide actionable insights.
  • Excellent communication skills, both written and verbal, in French and English.
  • Familiarity with the socio-economic and environmental context of the DRC, particularly in relation to climate change and sustainable development.
  • Experience working with international organizations, government agencies, or NGOs in the field of climate finance or environmental policy.
  • Ability to work independently and collaboratively in a multicultural environment.

Educational Background:
A master's degree or higher in environmental science, economics, finance, public policy, or a related field is required for this position. Additional certifications or training in climate finance or sustainable development will be considered an asset.

Experience:
Candidates should have a minimum of 5 years of relevant professional experience in climate finance, environmental policy analysis, or related fields. Experience working in the DRC or similar contexts will be highly advantageous. The consultant should demonstrate a track record of successfully delivering similar projects or analyses, showcasing their ability to meet deadlines and produce high-quality work.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in the DRC. Proficiency in English is also required, as it is essential for engaging with international stakeholders and accessing global climate finance resources. Knowledge of local languages would be considered a plus, enhancing communication with local communities and stakeholders.

The position is part-time, and the consultant will be compensated based on the deliverables outlined in the contract.
