Job Overview:
The Impact Assessment Consultant will be responsible for designing and conducting an impact assessment survey aimed at evaluating the effectiveness of human rights training provided to the Fiji Police Force. This role involves gathering baseline data, creating methodologies for data collection, and analyzing the responses from police officers who have undergone training. The consultant will also be tasked with drafting communications to request data from the Fiji Police Force regarding the use of force and handling of complaints. The consultant will provide a comprehensive report detailing the findings of the impact assessment, including recommendations for future actions based on the training sessions and preparatory dialogues.

Duties and Responsibilities:
  • Design the Impact Assessment Survey, including the development of methodologies for data collection that are approved by the Office of the High Commissioner for Human Rights (OHCHR).
  • Create and analyze questionnaires directed at police officers who have received human rights training from implementing agencies.
  • Draft communications to the Fiji Police Force to request data and information regarding excessive use of force and the handling of complaints.
  • Conduct the impact assessment to evaluate the effectiveness of the human rights training provided, focusing on the application of human rights standards by law enforcement.
  • Prepare a comprehensive report on the impact assessment findings, detailing the training sessions and dialogues, and include actionable recommendations for future initiatives.

Required Qualifications:
  • A Master’s degree in Human Rights, Law, International Relations, or a related field is required.
  • Data analytics qualifications are preferred.
  • A minimum of five years of relevant experience in human rights, gender, legal, development sectors, or related fields is essential.
  • Experience working with law enforcement, academia, social cohesion projects, governance, or similar areas is necessary.
  • Proven experience in consultancy work, particularly in data analysis and implementing surveys is required.
  • Experience providing technical advice and writing guidelines or policies in access to justice, rule of law, gender, or civic space in the Asia-Pacific region is desirable.
  • Previous work experience with the UN in a similar capacity is an advantage.

Educational Background:
Candidates must possess a Master’s degree in Human Rights, Law, International Relations, or a related field. Additional qualifications in data analytics are preferred, indicating a strong foundation in both theoretical and practical aspects of human rights and data analysis.

Experience:
The position requires a minimum of five years of relevant experience, which should encompass a diverse geographical background in human rights, gender issues, legal frameworks, and development sectors. Experience should also include working with law enforcement agencies, academia, and governance projects, demonstrating a comprehensive understanding of the complexities involved in these areas.

Languages:
Proficiency in written and oral English is mandatory for this position, ensuring effective communication and reporting. Additional language skills may be beneficial but are not specified as requirements.
