Job Overview:
The Consultant for Family-Centred Assistance Programs will play a pivotal role in supporting the implementation of the DFAT-funded Family-Centred Assistance programs in Fiji. This position is primarily focused on facilitating pre-departure and reintegration training for participants in the Pacific Australia Labour Mobility (PALM) Scheme, along with their spouses and close family members. The consultant will work under the supervision of the Chief of Mission and the National Project Officer, ensuring that training sessions are effectively planned and executed. The role requires a strong commitment to enhancing the positive impacts of migration on families and communities, as well as a proactive approach to monitoring and evaluating the effectiveness of the programs. The consultant will also be responsible for maintaining project documentation and communication, ensuring that all activities align with IOM's standards and protocols.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including: facilitating pre-departure and reintegration training sessions, ensuring effective planning and participant selection; overseeing logistics for training delivery, including venue setup and procurement of supplies; assisting in the monitoring and evaluation of programs by designing research tools and conducting follow-up interviews; ensuring all project documentation is updated and filed according to audit and donor requirements; developing and disseminating program-related communications, including social media content and press releases; drafting correspondence and presentation materials in English; supporting program visibility and dissemination through stakeholder meetings; taking notes at relevant events and sharing key information with the project team; undertaking duty travel as required; and performing any other tasks assigned by the supervisor. Performance will be evaluated based on the tangible outputs of these responsibilities, with the consultant required to submit monthly reports summarizing activities and outputs.

Required Qualifications:
Candidates must possess a high school diploma with at least one year of relevant experience, or a bachelor's degree in communication, journalism, development studies, social sciences, public administration, migration studies, or a related field from an accredited institution. The position requires previous experience with labor mobility, either through personal participation in a labor mobility scheme or through family connections. Additionally, candidates should have experience in facilitating training sessions, public speaking, or leading group activities, as well as strong verbal and written communication skills. Organizational, time management, and planning skills are essential, along with the ability to work independently and follow instructions effectively.

Educational Background:
The educational background required for this position includes a high school diploma with relevant experience or a bachelor's degree in a related field such as communication, journalism, development studies, social sciences, public administration, or migration studies. This educational foundation is crucial for understanding the complexities of migration and labor mobility, as well as for effectively communicating with diverse audiences.

Experience:
Candidates should have a minimum of one year of relevant experience, particularly in areas related to labor mobility and training facilitation. Experience in public speaking or leading group activities is highly desirable, as is familiarity with the PALM Scheme or similar labor mobility programs. The ability to communicate effectively with individuals from diverse backgrounds and at various levels is essential, as is a demonstrated capacity for organizational and time management skills.

Languages:
Fluency in English and Fijian is required, both oral and written. Proficiency in additional languages, particularly IOM's official languages of French and Spanish, is considered an asset. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates can effectively communicate in the required languages.

Additional Notes:
The position is a consultancy role, and any offer made is subject to funding confirmation. The appointment will require certification of medical fitness, verification of residency, and necessary government authorizations. IOM provides coverage for occupational accidents and illnesses under its Compensation Plan, but consultants must secure their own medical insurance for non-occupational issues.
