Job Overview: The FLE Specialist Consultant will play a crucial role in providing technical, programmatic, and advocacy support for Family Life Education (FLE) at both regional and country levels. This position is part of the UNFPA Pacific Adolescent and Youth Unit, which focuses on enhancing the quality and accessibility of FLE programs across nine UNFPA program countries. The consultant will analyze political, social, and economic trends to inform advocacy efforts and will guide the planning, implementation, and monitoring of FLE results. The role requires collaboration with government counterparts, NGOs, and regional technical partners to ensure that FLE programs align with international standards and effectively address the needs of adolescents and youth. The consultant will also support the integration of FLE into school curricula and provide capacity-building initiatives for teachers and national partners.
Duties and Responsibilities: The FLE Specialist Consultant will be responsible for a wide range of duties, including:
Providing technical support to countries in policy development to build political will for FLE, ensuring government recognition of FLE as a mandatory subject.
Collaborating with government counterparts and NGOs to align FLE programs with international standards and successful approaches.
Supporting the integration of FLE into in-school curricula and coaching teachers to enhance the delivery of FLE.
Assisting national counterparts in developing pre-service teacher training programs for FLE.
Operationalizing out-of-school FLE programs and improving the capacity of national partners to implement these initiatives.
Developing and monitoring digital platforms for FLE at the regional level.
Supporting the monitoring and evaluation of FLE implementation and making necessary adjustments based on results.
Strengthening FLE coordination at the country level and identifying gaps in programmatic and operational perspectives.
Mobilizing resources for FLE by preparing relevant documentation and participating in donor meetings. 1
Contributing to the preparation of annual work plans and reports related to FLE implementation.
Required Qualifications: Candidates must possess a Master’s degree in Public Health, Education, or a related social science discipline. They should have a minimum of 5 years of relevant experience, particularly in developing and implementing comprehensive sexuality education (CSE) or family life education (FLE) programs. Familiarity with UNFPA's core mission and experience in monitoring and evaluation (M&E) are essential. Candidates should also have knowledge of youth sexual and reproductive health and rights (SRHR) and socio-economic issues, along with experience in adolescent and youth empowerment and program management. In-depth knowledge of the UN International Technical Guidance on Sexuality Education is required, as well as excellent analytical, writing, and communication skills in English.
Educational Background: The educational background required for this position includes a Master’s degree in Public Health, Education, or a related social science discipline. This advanced degree is essential for understanding the complexities of sexual and reproductive health and education, as well as for developing effective programs that meet the needs of adolescents and youth.
Experience: The position requires a minimum of 5 years of relevant experience in the field of sexual and reproductive health, particularly in developing and implementing comprehensive sexuality education (CSE) or family life education (FLE) programs. Candidates should have a proven track record in program or project management, as well as experience in monitoring and evaluation (M&E) processes. Familiarity with UNFPA's mission and the ability to work collaboratively with various stakeholders, including government entities and NGOs, is crucial for success in this role.
Languages: Excellent written and spoken English is mandatory for this position. Knowledge of Pacific languages is considered an asset, as it may enhance communication and engagement with local communities and stakeholders.
Additional Notes: The consultant will be compensated on a monthly basis following the submission and approval of monthly reports.
