Job Overview:
This consultancy role is designed to support the WHO Division of Pacific Technical Support (DPS) in enhancing strategic communications and advocacy efforts related to the Healthy Islands Vision 205
  • This vision was endorsed by Pacific health ministers on 25 October 2025, and the consultancy aims to operationalize this vision through effective communication strategies. The consultant will be responsible for developing and implementing a strategic communications plan that aligns with upcoming Pacific health governance meetings, including the 17th Pacific Heads of Health Meeting (PHOH) in 202
  • The role requires a proactive approach to engage stakeholders and promote awareness of health initiatives, ensuring that the Healthy Islands vision is effectively communicated to both policymakers and the public. The consultant will also contribute to WHO's broader goals, including the General Programme of Work (GPW14) and the Sustainable Development Goals (SDGs) by 2030.

Duties and Responsibilities:
The consultant will be tasked with several key deliverables, including: 1) Developing and implementing a strategic communications plan for the 17th Pacific Heads of Health Meeting and the 16th Pacific Health Ministers Meeting by 30 June 202
  • This includes creating a phased plan by 28 February 2026, developing communication products by 31 March 2026, and distributing these communications by 15 June 202
  • 2) Drafting and reviewing essential documents such as key messages, agenda papers, presentations, and briefing notes by 31 May 202
  • 3) Establishing a measurement, evaluation, and learning plan for corporate communications by 30 June 202
  • 4) Supporting advocacy for the Healthy Islands vision 2050 by developing a communications plan by 15 January 2026, creating awareness products by 31 May 2026, and coordinating photography and videography projects by 30 June 2026.

Required Qualifications:
Candidates must possess a relevant first university degree in communications, journalism, media, marketing, health promotion, international relations, or related fields from a recognized university. A master's degree in a relevant discipline is desirable. Essential qualifications include excellent writing skills, project management abilities, and proficiency in standard MS Office applications. Desirable skills include photography, videography, basic editing skills for videos/reels, and graphic design capabilities using tools like Canva.

Educational Background:
The position requires a relevant first university degree in communications, journalism, media, marketing, health promotion, international relations, or related fields from an accredited institution. A master's degree in a relevant discipline is considered an asset, enhancing the candidate's qualifications for the role.

Experience:
Candidates should have a minimum of five years of progressively responsible experience at both national and international levels in communications, media, social media, journalism, public relations, health promotion, or related fields. Demonstrated experience in strategic communications aimed at influencing policy or behavior change is essential. Previous experience supporting international meetings and events, particularly with WHO or in Pacific Island countries, is desirable.

Languages:
Expert knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders in the Pacific region.

The consultancy is a full-time position with a contract duration of six months, from 1 January to 30 June 202
  • The remuneration for this role falls within payband level B, ranging from USD 7,000 to USD 9,98
  • The consultant may be required to travel for photography and videography projects.
